遼寧省人民政府辦公廳關于深化種業體制改革提高創新能力的實施意見

各(ge)市人民政府,省政府各(ge)廳委、各(ge)直屬(shu)機構:
為全(quan)面貫徹落實(shi)《國務院(yuan)辦(ban)公廳(ting)關于深化種業(ye)體制(zhi)改(gai)革(ge)提(ti)高創新能力的意見》(國辦(ban)發〔2013〕109號)精神,深化我省種業(ye)體制(zhi)改(gai)革(ge),加快推進現代(dai)農作物(wu)種業(ye)發展(zhan),經省政府同(tong)意,提(ti)出如(ru)下(xia)實(shi)施意見:
一、指導思想
深化種業體制改革,強化種業管理職能,發揮市場在種業資源配置中的決定性作用和種子企業技術創新的主體作用,推動育種人才、技術、資源依法向企業流動,充分調動科研人員積極性,促進產學研結合,構建商業化育種體系,提高企業自主創新能力,加快現代種業發展,強力推進遼寧種業強省戰略,為糧食安全、農村生態安全和農業持續穩定發展提供源頭保障。
二、深化種業體制改革
依法穩定種(zhong)(zhong)子(zi)管(guan)(guan)理體系。落(luo)實屬(shu)地化管(guan)(guan)理制度,切實履(lv)行(xing)品種(zhong)(zhong)管(guan)(guan)理、種(zhong)(zhong)子(zi)生產經(jing)營審核(he)審批(pi)、種(zhong)(zhong)子(zi)市場監管(guan)(guan)、種(zhong)(zhong)子(zi)質(zhi)量監督抽查(cha)、種(zhong)(zhong)質(zhi)資源和品種(zhong)(zhong)權保護(hu)等職責,不斷(duan)健全(quan)品種(zhong)(zhong)試驗和審定備案(an)、品種(zhong)(zhong)保護(hu)測(ce)試、種(zhong)(zhong)子(zi)樣品抽檢保存、良種(zhong)(zhong)示范推(tui)廣、種(zhong)(zhong)業信息預警(jing)與發布等技術支撐體系。(牽(qian)頭單位:省(sheng)農委,配合單位:各市人民(min)政府)
各市、縣(市、區)人(ren)(ren)民政(zheng)(zheng)府要進一步完善種(zhong)子管理體制和(he)工作機制,強化基層種(zhong)子管理隊(dui)伍(wu)建設(she),切(qie)實保(bao)障種(zhong)子管理和(he)執法工作經費,配備必需的(de)軟硬件設(she)施設(she)備。(牽頭(tou)單位:省農委(wei),配合單位:省編委(wei)辦(ban)、省財政(zheng)(zheng)廳、各市人(ren)(ren)民政(zheng)(zheng)府)
全面推進種子事企分開。公益性的科研院所和高等院校要在2015年底前實現與其所辦的種子企業脫鉤;其他科研院所逐步實行企業化改革。脫鉤后,原公益性科研院所的種子企業經營性國有資產,按照國有資產管理相關制度規定,依據中介機構出具的審計報告或經批準的清產核資結果,移交同級國有資產管理機構管理。對完成企業化改革的科研院所或企業自建的研發機構,支持其申請認定高新技術企業。改革后,育種科研人員在科研院所和高等院校工作期間符合國家規定計算的連續工齡,視同企業職工養老保險繳費年限。(牽頭單位:省農委,配合單位:省編委辦、省科技廳、省財政廳、省人力資源社會保障廳、省國資委、各市人民政府)
三、強化企業技術創新主體地位
大力提升種業科技創(chuang)(chuang)新能(neng)力。在遼寧(ning)省結(jie)構調(diao)整和(he)產業升級股權(創(chuang)(chuang)業)投資(zi)引導(dao)基金框架下,設立遼寧(ning)現代(dai)種業投資(zi)基金。充分(fen)發揮(hui)省級基金的導(dao)向作用(yong),通過參股或增資(zi)擴股等(deng)方式,鼓(gu)勵金融資(zi)本、社會資(zi)本依法設立與種業相關(guan)的各類風險(xian)投資(zi)基金,支持種子企(qi)業開展(zhan)技術創(chuang)(chuang)新和(he)商業化育種。(牽頭單(dan)位(wei):省發展(zhan)改革委,配(pei)合單(dan)位(wei):省財政廳、省農委、各市(shi)人民政府)
鼓(gu)(gu)勵(li)種(zhong)子(zi)企(qi)業建立(li)股份制(zhi)研發(fa)機構。鼓(gu)(gu)勵(li)有實力的(de)種(zhong)子(zi)企(qi)業并(bing)購轉(zhuan)制(zhi)為企(qi)業的(de)科(ke)研機構。新(xin)布局(ju)的(de)省(sheng)級工程(cheng)技(ji)(ji)術研究中心(xin)、企(qi)業技(ji)(ji)術中心(xin)、重點實驗室等種(zhong)業產(chan)業化技(ji)(ji)術創新(xin)平臺,要優(you)先向(xiang)符合條件的(de)育(yu)繁推(tui)一(yi)體化種(zhong)子(zi)企(qi)業傾斜。按規定給予種(zhong)業領域相關研發(fa)活動后補(bu)助,調動企(qi)業技(ji)(ji)術創新(xin)的(de)積極(ji)性。(牽頭(tou)單(dan)(dan)位:省(sheng)科(ke)技(ji)(ji)廳,配合單(dan)(dan)位:省(sheng)財政廳、省(sheng)農委)
完善品種審定制度。以玉米作(zuo)(zuo)物(wu)為先(xian)導,開辟主要(yao)農(nong)(nong)作(zuo)(zuo)物(wu)品種(zhong)審定綠色通道,向具備較強自主創新(xin)能力、標準化的(de)(de)育種(zhong)試(shi)驗基地、完善的(de)(de)品種(zhong)測試(shi)網絡、較強的(de)(de)風險(xian)承擔能力的(de)(de)省(sheng)(sheng)級育繁推一(yi)體(ti)化種(zhong)子企業開放;對通過外省(sheng)(sheng)審定、具備省(sheng)(sheng)內同一(yi)生態(tai)類型區10個(ge)以上(shang)生產(chan)試(shi)驗點兩年試(shi)驗數據的(de)(de)品種(zhong),允許其申請省(sheng)(sheng)級農(nong)(nong)作(zuo)(zuo)物(wu)品種(zhong)審定。(責任單(dan)位:省(sheng)(sheng)農(nong)(nong)委)
支持種(zhong)(zhong)(zhong)子(zi)(zi)龍頭企(qi)業(ye)(ye)(ye)(ye)在短(duan)期內做大做強。加快構(gou)建現代種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)集團,培養壯大現代種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)集群;扶持專(zhuan)業(ye)(ye)(ye)(ye)化、服務(wu)型種(zhong)(zhong)(zhong)子(zi)(zi)企(qi)業(ye)(ye)(ye)(ye)做專(zhuan)做精(jing),為現代種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)提供全(quan)產(chan)業(ye)(ye)(ye)(ye)鏈、全(quan)程化、差(cha)異化、專(zhuan)業(ye)(ye)(ye)(ye)化的精(jing)準服務(wu)。鼓勵育繁推一體(ti)化種(zhong)(zhong)(zhong)子(zi)(zi)企(qi)業(ye)(ye)(ye)(ye)通過上(shang)市、區域性股權交易市場掛牌等方式,實現多渠道、低成本融資。(牽頭單位:省(sheng)農委,配合單位:省(sheng)發(fa)展改(gai)革委、省(sheng)科技廳、省(sheng)財(cai)政廳、遼寧證(zheng)監(jian)局、各市人民(min)政府)
鼓勵種(zhong)子(zi)(zi)企業“走(zou)出去”開展國際合作。支持種(zhong)子(zi)(zi)企業在境外設(she)立、合辦或收(shou)購育(yu)種(zhong)研發機構,落實生產所需農(nong)用設(she)備和農(nong)業投入品出境的扶持政策。(牽頭(tou)單位:省外經(jing)貿廳(ting),配合單位:省農(nong)委)
四、完善種業科研成果轉化和人才評價制度
深化種(zhong)業(ye)(ye)科(ke)研成(cheng)果(guo)(guo)轉化收益(yi)(yi)分配(pei)制度改革。完善成(cheng)果(guo)(guo)完成(cheng)人(ren)分享制度,公益(yi)(yi)性科(ke)研院(yuan)所(suo)和高(gao)等(deng)院(yuan)校(xiao)利用國(guo)(guo)家撥款(kuan)發(fa)明的育(yu)種(zhong)材料、新品(pin)種(zhong)和技(ji)術(shu)成(cheng)果(guo)(guo),可以申請品(pin)種(zhong)權、專利等(deng)知識產(chan)權,其產(chan)權歸單(dan)(dan)位所(suo)有并納入國(guo)(guo)有資產(chan)范(fan)疇進行管理(li)。制定種(zhong)業(ye)(ye)科(ke)研成(cheng)果(guo)(guo)轉化收益(yi)(yi)分配(pei)管理(li)辦(ban)法,成(cheng)果(guo)(guo)可以作價到企業(ye)(ye)投資入股,也可以上市公開交易,其收益(yi)(yi)由(you)種(zhong)業(ye)(ye)科(ke)研成(cheng)果(guo)(guo)機構(gou)與科(ke)研人(ren)員(yuan)按比例分享,科(ke)研院(yuan)所(suo)、高(gao)等(deng)院(yuan)校(xiao)等(deng)事業(ye)(ye)單(dan)(dan)位職務(wu)科(ke)技(ji)成(cheng)果(guo)(guo)轉化的收益(yi)(yi),原(yuan)則上參與研發(fa)的科(ke)技(ji)人(ren)員(yuan)及其團隊所(suo)得不低于(yu)70%,其中科(ke)技(ji)人(ren)員(yuan)個人(ren)所(suo)得不低于(yu)50%。(牽頭單(dan)(dan)位:省農委(wei),配(pei)合單(dan)(dan)位:省科(ke)技(ji)廳(ting)、省財(cai)政(zheng)廳(ting)、省國(guo)(guo)資委(wei)、省知識產(chan)權局)
拓寬種(zhong)業(ye)(ye)科技(ji)成(cheng)(cheng)果(guo)向(xiang)企(qi)業(ye)(ye)轉化的渠道。利用國家種(zhong)業(ye)(ye)科技(ji)成(cheng)(cheng)果(guo)產權交(jiao)易(yi)(yi)平臺(tai),探(tan)索建(jian)立遼寧種(zhong)業(ye)(ye)科技(ji)成(cheng)(cheng)果(guo)交(jiao)易(yi)(yi)平臺(tai)和托管中心,制(zhi)定(ding)交(jiao)易(yi)(yi)管理(li)辦法,禁止(zhi)私下(xia)交(jiao)易(yi)(yi)種(zhong)業(ye)(ye)科技(ji)成(cheng)(cheng)果(guo)。(牽頭(tou)單(dan)位(wei):省(sheng)農委(wei),配合單(dan)位(wei):省(sheng)農科院)
完善種(zhong)(zhong)業實用型人(ren)(ren)(ren)才(cai)培養(yang)和(he)評(ping)(ping)價制度(du)。實施種(zhong)(zhong)業科(ke)(ke)技人(ren)(ren)(ren)才(cai)發展戰略,將種(zhong)(zhong)業科(ke)(ke)技人(ren)(ren)(ren)才(cai)培養(yang)納入(ru)遼寧省人(ren)(ren)(ren)才(cai)發展規劃(hua)。轉變論文導(dao)向機(ji)制,加大(da)職稱評(ping)(ping)定中(zhong)轉化推(tui)廣績效權重,將商業化育種(zhong)(zhong)創新中(zhong)的(de)新種(zhong)(zhong)質、新品種(zhong)(zhong)、新技術及推(tui)廣面積、推(tui)廣效益作(zuo)為專業技術資格評(ping)(ping)定、專家(jia)和(he)人(ren)(ren)(ren)才(cai)評(ping)(ping)選的(de)重要依據(ju)。(牽頭單位(wei):省人(ren)(ren)(ren)力資源(yuan)社會保障廳(ting),配(pei)合(he)單位(wei):省農(nong)委、省農(nong)科(ke)(ke)院、各市人(ren)(ren)(ren)民政府)
五、推動種業人才向企業流動
創新種(zhong)(zhong)(zhong)業(ye)(ye)(ye)科(ke)(ke)(ke)(ke)技服(fu)務體制(zhi)(zhi)機制(zhi)(zhi)。鼓勵科(ke)(ke)(ke)(ke)研院(yuan)所(suo)、高等(deng)院(yuan)校等(deng)事業(ye)(ye)(ye)單位(wei)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)骨干科(ke)(ke)(ke)(ke)技人(ren)員到(dao)企業(ye)(ye)(ye)從事商(shang)業(ye)(ye)(ye)化(hua)(hua)育(yu)種(zhong)(zhong)(zhong)工(gong)作或進行(xing)創新創業(ye)(ye)(ye)。制(zhi)(zhi)定(ding)事業(ye)(ye)(ye)單位(wei)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)骨干科(ke)(ke)(ke)(ke)技人(ren)員到(dao)種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)開展(zhan)技術服(fu)務方案,鼓勵其采取(qu)兼職、掛職、參與項目合作等(deng)方式,到(dao)國(guo)(guo)家(jia)和省級育(yu)繁推一體化(hua)(hua)種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)、種(zhong)(zhong)(zhong)業(ye)(ye)(ye)高新技術企業(ye)(ye)(ye)以及國(guo)(guo)家(jia)級種(zhong)(zhong)(zhong)業(ye)(ye)(ye)信用骨干企業(ye)(ye)(ye)開展(zhan)技術服(fu)務,從事商(shang)業(ye)(ye)(ye)化(hua)(hua)育(yu)種(zhong)(zhong)(zhong)研發工(gong)作,實(shi)行(xing)期(qi)限原則上自2015年起(qi)至2020年止。事業(ye)(ye)(ye)單位(wei)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)骨干科(ke)(ke)(ke)(ke)技人(ren)員中涉及黨政領導干部的按有關規定(ding)執行(xing)。(牽頭單位(wei):省農(nong)委,配合單位(wei):省人(ren)力資源社會(hui)保(bao)障(zhang)廳(ting))
事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)要按照(zhao)統一部署和(he)種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)需求,積極(ji)選(xuan)派種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)到種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)掛職(zhi)或參與(yu)(yu)項目合(he)作。事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)提出并(bing)經單(dan)(dan)位(wei)(wei)同(tong)意,可(ke)(ke)以(yi)到種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)兼職(zhi)。事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)、種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)和(he)種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)應(ying)當(dang)簽(qian)訂(ding)三方(fang)協議,明確(que)各(ge)方(fang)權(quan)利義務和(he)服(fu)務期限,協議期滿(man)后(hou),育(yu)種(zhong)(zhong)(zhong)技(ji)(ji)術(shu)研發確(que)未(wei)結(jie)束的(de)(de),可(ke)(ke)以(yi)續簽(qian)協議。事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)應(ying)當(dang)根據種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)到種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)開展(zhan)技(ji)(ji)術(shu)服(fu)務的(de)(de)實際(ji)情況,與(yu)(yu)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)簽(qian)訂(ding)或修(xiu)改聘用(yong)合(he)同(tong),約(yue)定崗位(wei)(wei)職(zhi)責和(he)考(kao)核、工資待遇等管理辦法;事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)在種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)開展(zhan)技(ji)(ji)術(shu)服(fu)務期間,與(yu)(yu)所在單(dan)(dan)位(wei)(wei)其(qi)他在崗人(ren)(ren)員(yuan)(yuan)(yuan)同(tong)等享有參加(jia)職(zhi)稱評(ping)聘、崗位(wei)(wei)等級晉(jin)升和(he)社會保險等方(fang)面權(quan)利,可(ke)(ke)按規定參與(yu)(yu)科(ke)(ke)研成(cheng)果權(quan)益分配;服(fu)務期滿(man)后(hou),對表現優秀的(de)(de)種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan),事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)可(ke)(ke)以(yi)按照(zhao)有關(guan)(guan)規定在晉(jin)升崗位(wei)(wei)等級方(fang)面予(yu)以(yi)傾(qing)斜;種(zhong)(zhong)(zhong)業(ye)(ye)(ye)(ye)骨(gu)(gu)干(gan)(gan)科(ke)(ke)技(ji)(ji)人(ren)(ren)員(yuan)(yuan)(yuan)與(yu)(yu)所服(fu)務種(zhong)(zhong)(zhong)子企業(ye)(ye)(ye)(ye)協商一致(zhi),自愿留下(xia)工作的(de)(de),事(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)應(ying)當(dang)及時解除(chu)聘用(yong)合(he)同(tong)并(bing)辦理相(xiang)關(guan)(guan)手(shou)續。(牽頭單(dan)(dan)位(wei)(wei):省(sheng)農委,配合(he)單(dan)(dan)位(wei)(wei):省(sheng)人(ren)(ren)力資源社會保障廳、省(sheng)農科(ke)(ke)院)
事(shi)(shi)業單位(wei)(wei)種業骨干科(ke)技人(ren)員可(ke)以(yi)(yi)在(zai)所(suo)服務的(de)種子(zi)企(qi)業領(ling)取(qu)報酬。種子(zi)企(qi)業可(ke)以(yi)(yi)采(cai)取(qu)股權(quan)獎勵(li)、期權(quan)分配(pei)、技術入(ru)股等方式(shi),激勵(li)事(shi)(shi)業單位(wei)(wei)種業骨干科(ke)技人(ren)員,也可(ke)通過購買商業保險(xian)提高(gao)其醫療、養老等保障(zhang)水平。(牽(qian)頭單位(wei)(wei):省農委,配(pei)合單位(wei)(wei):省科(ke)技廳(ting)、省人(ren)力資(zi)源社(she)會(hui)保障(zhang)廳(ting))
六、加強優質高效新品種聯合攻關
組織編制玉米、水稻、花生、大豆、蔬菜等(deng)主要作(zuo)物重(zhong)大科(ke)技攻關五年(nian)規劃及年(nian)度計劃。鼓(gu)勵和(he)支(zhi)持公益性(xing)(xing)科(ke)研院所及高等(deng)院校開展(zhan)種(zhong)質(zhi)資源挖掘、育(yu)種(zhong)材(cai)料創新(xin)、生物育(yu)種(zhong)技術(shu)及育(yu)種(zhong)理論和(he)共性(xing)(xing)技術(shu)等(deng)基(ji)礎性(xing)(xing)、公益性(xing)(xing)研究,通過育(yu)種(zhong)研發平臺和(he)創新(xin)團隊建設(she),提高種(zhong)業科(ke)技創新(xin)能力,選育(yu)出適宜(yi)我省生產(chan)需求的(de)抗逆(ni)、優質(zhi)、高產(chan)和(he)符合(he)機械(xie)化作(zuo)業要求的(de)育(yu)種(zhong)新(xin)材(cai)料、新(xin)品(pin)種(zhong)。(牽(qian)頭(tou)單位:省科(ke)技廳,配合(he)單位:省農委(wei)、省農科(ke)院)
鼓勵和支持種(zhong)(zhong)子企業(ye)開展商(shang)業(ye)化(hua)育(yu)種(zhong)(zhong)。打破院(yuan)所和企業(ye)界限,組建種(zhong)(zhong)業(ye)產(chan)業(ye)技術創(chuang)新戰略聯盟,聯合省(sheng)(sheng)(sheng)內外研(yan)發力量,建立(li)以市場為(wei)導向、資(zi)本為(wei)紐帶、風險共擔(dan)、科企緊密合作(zuo)、收(shou)益按比例分享的(de)產(chan)學研(yan)聯合攻關模式,聘請和吸(xi)納國內外領(ling)軍人(ren)才,通(tong)過產(chan)學研(yan)合作(zuo),開展商(shang)業(ye)化(hua)育(yu)種(zhong)(zhong),提升企業(ye)自主創(chuang)新能力,逐步確(que)立(li)企業(ye)商(shang)業(ye)化(hua)育(yu)種(zhong)(zhong)的(de)主體地位,推(tui)進(jin)現代(dai)種(zhong)(zhong)業(ye)育(yu)繁推(tui)一體化(hua)進(jin)程。(牽頭單(dan)位:省(sheng)(sheng)(sheng)科技廳,配合單(dan)位:省(sheng)(sheng)(sheng)農(nong)委、省(sheng)(sheng)(sheng)農(nong)科院(yuan))
七、增強基礎性公益性服務能力

八、加快種子生產基地建設
分作物、分區(qu)域科學規劃(hua)農(nong)(nong)(nong)作物種(zhong)(zhong)(zhong)子生(sheng)產優(you)勢區(qu)域布(bu)局(ju)。建(jian)立(li)穩定的高標準繁制種(zhong)(zhong)(zhong)基地(di),對經認定的國家及(ji)省級繁制種(zhong)(zhong)(zhong)基地(di)實行用(yong)途(tu)管制,納(na)入永久基本農(nong)(nong)(nong)田(tian)嚴格予以保(bao)護。按照“渠道不亂、用(yong)途(tu)不變(bian)”的原則,統籌高標準農(nong)(nong)(nong)田(tian)建(jian)設、農(nong)(nong)(nong)業(ye)綜合開發、土地(di)整治(zhi)、農(nong)(nong)(nong)田(tian)水(shui)利、節水(shui)增糧(liang)、現代農(nong)(nong)(nong)業(ye)發展(zhan)(zhan)等項目(mu)資(zi)金,支持繁制種(zhong)(zhong)(zhong)基地(di)基礎設施建(jian)設和(he)生(sheng)產條件改(gai)善。(牽頭單位:省農(nong)(nong)(nong)委,配合單位:省發展(zhan)(zhan)改(gai)革委、省財(cai)政(zheng)(zheng)廳(ting)、省國土資(zi)源(yuan)廳(ting)、省水(shui)利廳(ting)、各市人民政(zheng)(zheng)府)

九、加強種子市場監管
推進依法治種、簡政放權。落實各級政府屬地管理責任,加快建立統一開放、競爭有序的種子市場體系,由重事前審批向重事中、事后監管轉變,由以管理為主向管理和服務并重轉變,為種業發展營造良好的市場環境。搭建種子管理信息平臺,推行種子企業委托經營制度,規范種子營銷網絡,加(jia)快建立種子可(ke)追(zhui)溯信息系(xi)統(tong),實(shi)現(xian)種子生(sheng)產(chan)、加(jia)工、貯(zhu)運和銷售全(quan)程可(ke)追(zhui)溯管理。(牽頭(tou)單位:省(sheng)農委,配合(he)單位:省(sheng)財(cai)政廳(ting)、各市人民政府)
