2024年全國種業監管執法年活動方案
為深入(ru)貫徹種(zhong)(zhong)業(ye)振興(xing)行動(dong)部(bu)署,落實新修(xiu)改種(zhong)(zhong)子法、畜牧(mu)法有關要求,加(jia)強種(zhong)(zhong)業(ye)知(zhi)識產(chan)權保護,提升農(nong)業(ye)種(zhong)(zhong)源質量,推進種(zhong)(zhong)業(ye)市場凈(jing)化,制定2024年全國種(zhong)(zhong)業(ye)監管執法年活(huo)動(dong)方案如下。
一(yi)、總體要求
深入貫徹中(zhong)央一(yi)號(hao)文(wen)件(jian)和(he)種(zhong)(zhong)(zhong)業振(zhen)(zhen)(zhen)興行(xing)動部署,落實(shi)全(quan)國人大常委會種(zhong)(zhong)(zhong)子(zi)(zi)法(fa)執法(fa)檢查要求(qiu),緊(jin)盯種(zhong)(zhong)(zhong)業振(zhen)(zhen)(zhen)興“五年(nian)見(jian)成效”目標任務,聚焦種(zhong)(zhong)(zhong)業知識產權保(bao)(bao)護和(he)種(zhong)(zhong)(zhong)源(yuan)質(zhi)(zhi)量(liang)提(ti)升,堅(jian)持(chi)問(wen)題導向、源(yuan)頭治(zhi)理(li)、堵疏結合,健全(quan)部門協同、上(shang)下聯動、區域協作機制,綜合運用法(fa)律、經(jing)濟、技術、行(xing)政(zheng)等手段(duan),推(tui)進事前事中(zhong)事后全(quan)鏈條、全(quan)流程監管(guan)(guan)執法(fa),保(bao)(bao)持(chi)嚴查嚴打高壓態(tai)勢(shi),為(wei)種(zhong)(zhong)(zhong)業振(zhen)(zhen)(zhen)興營造良(liang)(liang)好環境(jing)。優(you)化(hua)品種(zhong)(zhong)(zhong)保(bao)(bao)護、審定和(he)登記全(quan)生(sheng)命周期管(guan)(guan)理(li),實(shi)施品種(zhong)(zhong)(zhong)身份證和(he)種(zhong)(zhong)(zhong)子(zi)(zi)認證制度,推(tui)進品種(zhong)(zhong)(zhong)同質(zhi)(zhi)化(hua)、“仿種(zhong)(zhong)(zhong)子(zi)(zi)”治(zhi)理(li),嚴厲打擊假冒偽劣、套(tao)牌侵權、未審先推(tui)、“白皮袋(dai)”種(zhong)(zhong)(zhong)子(zi)(zi)、網絡違法(fa)售種(zhong)(zhong)(zhong)等行(xing)為(wei),國家級制種(zhong)(zhong)(zhong)大縣和(he)區域性良(liang)(liang)繁基地監督檢查覆蓋率、種(zhong)(zhong)(zhong)子(zi)(zi)生(sheng)產經(jing)營備(bei)案率、投訴(su)舉報(bao)案件(jian)查處(chu)反饋(kui)率達(da)到100%,質(zhi)(zhi)量(liang)抽(chou)檢合格率穩(wen)定在98%以上(shang),為(wei)糧油等主要作物(wu)大面積(ji)單產提(ti)升提(ti)供高質(zhi)(zhi)量(liang)種(zhong)(zhong)(zhong)源(yuan)支撐。
二、重(zhong)點任務
(一)強化品種源頭治理
1.提升植物新品種權保護質效。優化新品種(zhong)權(quan)(quan)(quan)審(shen)(shen)查(cha)(cha)流(liu)程,推(tui)進線上受理(li)審(shen)(shen)查(cha)(cha),壓縮審(shen)(shen)查(cha)(cha)周期(qi)。鼓勵育種(zhong)者(zhe)及早申請(qing)保護(hu),引導(dao)(dao)申請(qing)者(zhe)依規開展委托測試(shi)。指導(dao)(dao)育種(zhong)單位增(zeng)強保護(hu)意識,完(wan)善合(he)同范(fan)本、維權(quan)(quan)(quan)流(liu)程等(deng)操作指引,引導(dao)(dao)企業合(he)規經營。各地要結(jie)合(he)實際探(tan)索行之有效的種(zhong)業知識產權(quan)(quan)(quan)保護(hu)措施,強化行政執法、仲(zhong)裁、調(diao)解等(deng)手(shou)段綜(zong)合(he)運用,建立健全侵權(quan)(quan)(quan)案件快速處理(li)機制,省級農業農村部門要組織開展新品種(zhong)保護(hu)相關培訓(xun)。
2.加強品種審定試驗管理。嚴格執行新修訂國家級水稻、玉米、大豆品種審定標準,盡快修訂小麥、棉花品(pin)(pin)種(zhong)審定標(biao)準(zhun)(zhun),推動省級與國家級品(pin)(pin)種(zhong)審定標(biao)準(zhun)(zhun)銜接(jie),合理提高(gao)品(pin)(pin)種(zhong)準(zhun)(zhun)入門檻。完善(shan)品(pin)(pin)種(zhong)區域試(shi)驗(yan)(yan)方案,推進(jin)審定綠色通道和聯合體試(shi)驗(yan)(yan)常態(tai)化(hua)整(zheng)治,研究制定品(pin)(pin)種(zhong)試(shi)驗(yan)(yan)管(guan)理辦法,健全部省協(xie)同(tong)的試(shi)驗(yan)(yan)管(guan)理機制。研究規范同(tong)一適宜生態(tai)區引種(zhong)備案,開展品(pin)(pin)種(zhong)展示示范和跟蹤評價,依法加(jia)大(da)問題品(pin)(pin)種(zhong)撤銷力度。
3.持續推進登記品種清理。修訂非主要農作物品種登記辦法,優化登記指南,健全登記流程,強化品種登記事中事后監管。繼續開展甜瓜、黃瓜登記品種清理,啟動油菜、西瓜、番茄等登(deng)記品(pin)種清理,并逐(zhu)步擴大到(dao)其他登(deng)記作物,持續整治“仿種子”問題。充分(fen)利用(yong)分(fen)子檢測技術手段,嚴格處理違法(fa)違規申請登(deng)記行為,依(yi)法(fa)撤銷(xiao)一(yi)批問題品(pin)種。
4.加快推行品種身份證管理。統籌推進保護(hu)、審(shen)定和登記品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)標(biao)(biao)準樣(yang)(yang)(yang)品(pin)(pin)(pin)(pin)管理,從玉(yu)米入手開展品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)標(biao)(biao)準樣(yang)(yang)(yang)品(pin)(pin)(pin)(pin)清理,完善(shan)國家品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)標(biao)(biao)準樣(yang)(yang)(yang)品(pin)(pin)(pin)(pin)庫。國家和省(sheng)級農作物品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)審(shen)定委員會(hui)要(yao)按規定組織提(ti)交(jiao)符合要(yao)求的(de)品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)標(biao)(biao)準樣(yang)(yang)(yang)品(pin)(pin)(pin)(pin)。健全全國統一(yi)的(de)品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)DNA分子指紋(wen)公共平(ping)臺建設,加快(kuai)實施以“一(yi)品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)、一(yi)名稱、一(yi)標(biao)(biao)樣(yang)(yang)(yang)、一(yi)指紋(wen)”為主要(yao)內容的(de)品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)身份證管理,發揮品(pin)(pin)(pin)(pin)種(zhong)(zhong)(zhong)身份信(xin)息在打假維權、育(yu)種(zhong)(zhong)(zhong)創(chuang)新中的(de)作用。
(二)強化質量全程監管
5.加強繁制種基地監管。以種子生產許可備案、品種真實性及權屬等為重點,開展繁制種基地全覆蓋檢查,指導企業加強種子生產質量管理,嚴厲打擊無證生產、私繁濫制等違法違規行為,維護基地良好秩序。在苗期、花期和收獲期等關鍵時點開展轉基因成分(fen)抽檢(jian),嚴(yan)查(cha)違法違規生(sheng)產轉(zhuan)基因種子。運用衛星遙感、大數(shu)據等(deng)信息化手段,強化日常檢(jian)查(cha)巡(xun)查(cha)。各地要對種子基地侵權生(sheng)產等(deng)投訴(su)線索及(ji)時查(cha)處。
6.加強種子企業監督抽查。以(yi)許可資質、生產(chan)經營檔(dang)案、包裝標(biao)簽和種子(zi)質量(liang)等為(wei)重點,組(zu)織開展(zhan)企(qi)業監督抽查,督促指導企(qi)業嚴格種子(zi)質量(liang)管控,嚴防不合格種子(zi)流入市場。對投訴舉報(bao)多、發現問題(ti)多的(de)企(qi)業適當加大抽查頻次(ci),對通過(guo)種子(zi)認證、信用評價高的(de)企(qi)業可減少抽查頻次(ci)。加強(qiang)國家和省級救災(zai)備(bei)荒種子(zi)儲備(bei)監督檢查,重點核查企(qi)業承儲品種、數量(liang)、質量(liang)及過(guo)程管理(li),確保儲備(bei)任務有效(xiao)落實。
7.加強種業市場監督檢查。在春夏播(bo)、秋冬種(zhong)(zhong)等關鍵時期,組織開展種(zhong)(zhong)子(zi)市(shi)場(chang)監督檢(jian)(jian)查,重點(dian)檢(jian)(jian)查種(zhong)(zhong)子(zi)標簽、銷售臺賬、經(jing)營備案及(ji)種(zhong)(zhong)子(zi)質(zhi)量、品種(zhong)(zhong)真實性(xing)等內容。開展種(zhong)(zhong)畜禽及(ji)桑(sang)蠶種(zhong)(zhong)、食(shi)用(yong)菌菌種(zhong)(zhong)質(zhi)量監督檢(jian)(jian)查,重點(dian)檢(jian)(jian)查種(zhong)(zhong)畜冷(leng)凍精液無(wu)證生產經(jing)營、假冒(mao)優質(zhi)種(zhong)(zhong)公牛冷(leng)凍精液、假劣(lie)桑(sang)蠶種(zhong)(zhong)和食(shi)用(yong)菌菌種(zhong)(zhong)等問題。加強生產用(yong)種(zhong)(zhong)供需(xu)分(fen)析和市(shi)場(chang)監測(ce),強化種(zhong)(zhong)源調度和余缺調劑,確保供種(zhong)(zhong)市(shi)場(chang)平穩運行。
8.加強網絡銷售種子監管。實行(xing)“線上線下一體化”監管,督(du)促(cu)網絡經(jing)營(ying)(ying)者(zhe)嚴(yan)格(ge)落實種(zhong)子許(xu)可(ke)(ke)或經(jing)營(ying)(ying)備(bei)案(an)規(gui)定要求。組織開展網絡售(shou)種(zhong)專項檢查(cha),重點核查(cha)網絡售(shou)種(zhong)許(xu)可(ke)(ke)資質、經(jing)營(ying)(ying)備(bei)案(an)、標(biao)簽標(biao)識和(he)銷售(shou)區域,加(jia)大網絡銷售(shou)種(zhong)子質量抽檢力度(du),嚴(yan)厲打擊(ji)網絡銷售(shou)假劣種(zhong)子、未(wei)審先(xian)推等違(wei)法(fa)違(wei)規(gui)行(xing)為,嚴(yan)防在(zai)適(shi)宜種(zhong)植(zhi)區外推廣種(zhong)植(zhi)。對涉及(ji)網絡違(wei)法(fa)違(wei)規(gui)銷售(shou)種(zhong)子的(de)電商(shang)平臺,及(ji)時采(cai)取(qu)警告(gao)、通報(bao)、約(yue)談等措施督(du)促(cu)整改,涉及(ji)夸大宣傳、虛假廣告(gao)的(de)及(ji)時移送有關部門查(cha)處(chu)。
9.推進實施種子認證制度。落(luo)實(shi)農作物種(zhong)子(zi)(zi)(zi)(zi)認證(zheng)工作實(shi)施意(yi)見,建立(li)健全(quan)種(zhong)子(zi)(zi)(zi)(zi)認證(zheng)配套制度規(gui)范(fan)(fan),鼓勵(li)認證(zheng)機(ji)構取得認證(zheng)資(zi)質、加(jia)(jia)強能力建設。支持認證(zheng)機(ji)構規(gui)范(fan)(fan)開(kai)展(zhan)(zhan)種(zhong)子(zi)(zi)(zi)(zi)認證(zheng),幫助企(qi)業(ye)(ye)加(jia)(jia)強質量(liang)全(quan)過程管理,優先采(cai)信(xin)認證(zheng)種(zhong)子(zi)(zi)(zi)(zi)。開(kai)展(zhan)(zhan)種(zhong)子(zi)(zi)(zi)(zi)認證(zheng)技(ji)術示范(fan)(fan)培訓(xun),引導國家級基(ji)地、陣型企(qi)業(ye)(ye)和(he)生物育種(zhong)產業(ye)(ye)化(hua)示范(fan)(fan)供種(zhong)企(qi)業(ye)(ye)等(deng)參(can)加(jia)(jia)種(zhong)子(zi)(zi)(zi)(zi)認證(zheng)。
(三)強化種業監管執法
10.嚴格生產經營許可備案管理。嚴(yan)格種(zhong)(zhong)(zhong)子、種(zhong)(zhong)(zhong)畜(chu)禽生(sheng)產(chan)經(jing)營許可(ke)(ke)審(shen)批,研(yan)究合(he)理提高種(zhong)(zhong)(zhong)子生(sheng)產(chan)經(jing)營準入門檻。加強種(zhong)(zhong)(zhong)子、種(zhong)(zhong)(zhong)畜(chu)禽生(sheng)產(chan)經(jing)營許可(ke)(ke)事(shi)(shi)中事(shi)(shi)后監管(guan),對長期停止生(sheng)產(chan)經(jing)營活動、不再具備(bei)許可(ke)(ke)條件或者存在嚴(yan)重(zhong)違法(fa)(fa)違規行(xing)為的,要依法(fa)(fa)注銷或吊銷許可(ke)(ke)證。加強種(zhong)(zhong)(zhong)子生(sheng)產(chan)經(jing)營備(bei)案管(guan)理,做到種(zhong)(zhong)(zhong)子生(sheng)產(chan)、委托代銷、分支機(ji)構、經(jing)銷門店及(ji)銷售種(zhong)(zhong)(zhong)子備(bei)案全覆蓋(gai),依法(fa)(fa)查處未(wei)按規定(ding)備(bei)案行(xing)為。
11.強化種業行政司法銜接。加強與公檢法等部門單位溝(gou)通(tong)合作,健全信息(xi)共享、案情通(tong)報、案件(jian)移送機制(zhi),推(tui)進種(zhong)業行(xing)(xing)(xing)政(zheng)執法和刑事(shi)司法有效銜(xian)(xian)接(jie)。推(tui)進行(xing)(xing)(xing)政(zheng)執法和刑事(shi)司法立案標(biao)準協(xie)調(diao)銜(xian)(xian)接(jie),完(wan)善案件(jian)移送要(yao)求和證據標(biao)準。各地(di)要(yao)因地(di)制(zhi)宜推(tui)動完(wan)善行(xing)(xing)(xing)政(zheng)司法銜(xian)(xian)接(jie)配(pei)套政(zheng)策措施,規范涉種(zhong)案件(jian)罰款、種(zhong)子(zi)鑒定(ding)和扣押等行(xing)(xing)(xing)為。
12.推進監管執法協同聯動。強(qiang)化與公安、市場監(jian)管(guan)等部(bu)門協同,聯(lian)合開展種業監(jian)管(guan)執法活動,在(zai)舉(ju)報(bao)線(xian)索、調查(cha)(cha)取證(zheng)、案(an)情通報(bao)、技(ji)術支撐等方面加強(qiang)合作,督辦重(zhong)點(dian)案(an)件查(cha)(cha)處(chu)。強(qiang)化監(jian)管(guan)執法地區(qu)協作,健全(quan)區(qu)域聯(lian)動響應(ying)和(he)案(an)件聯(lian)查(cha)(cha)聯(lian)辦機制,做到(dao)一處(chu)發現、及時通報(bao)、各(ge)地聯(lian)查(cha)(cha)。建立健全(quan)部(bu)省(sheng)協調工作機制,對跨省(sheng)份、重(zhong)大復(fu)雜(za)案(an)件由部(bu)級督辦,案(an)發所在(zai)省(sheng)份牽頭查(cha)(cha)處(chu)。
13.加大重大案件查處力度。加(jia)大種(zhong)(zhong)業違(wei)法(fa)(fa)案(an)件(jian)查辦力度,建立(li)重(zhong)大案(an)件(jian)督(du)辦機制,對涉嫌構成犯罪的(de)案(an)件(jian),及時移送(song)公安機關(guan)處(chu)理。加(jia)大涉種(zhong)(zhong)投訴舉報和(he)案(an)件(jian)線索排查力度,通過明察暗訪、入(ru)戶倒查等方式追根(gen)溯源,核(he)實并依法(fa)(fa)查處(chu)。對案(an)件(jian)多發頻(pin)發的(de)重(zhong)點(dian)地(di)區和(he)群眾反(fan)映集中(zhong)的(de)突出(chu)問題、社(she)會關(guan)注度高的(de)重(zhong)大案(an)件(jian),要加(jia)大執法(fa)(fa)力度,嚴厲打(da)擊涉種(zhong)(zhong)違(wei)法(fa)(fa)行為(wei)。
14.公開發布一批典型案例。以侵害品(pin)種(zhong)(zhong)權、制(zhi)售(shou)假劣種(zhong)(zhong)子、基地私繁(fan)濫制(zhi)、網絡違(wei)法(fa)售(shou)種(zhong)(zhong)等問題為(wei)重點,公(gong)開(kai)發布(bu)一批打(da)假護權典(dian)型(xing)案(an)例(li),以案(an)示警、以案(an)為(wei)戒,有效引導、有力(li)震懾,向社會傳遞(di)“零(ling)容忍”的堅決態度。省級農(nong)(nong)業農(nong)(nong)村部門要主動通(tong)報(bao)監督檢查(cha)和重點案(an)件查(cha)處結果,及時梳理(li)發布(bu)涉種(zhong)(zhong)典(dian)型(xing)案(an)例(li),公(gong)開(kai)曝光違(wei)法(fa)違(wei)規(gui)企業和不合格種(zhong)(zhong)子信息,嚴(yan)防(fang)假劣種(zhong)(zhong)子坑農(nong)(nong)害農(nong)(nong)。
(四)強化基礎支撐保障
15.完善種業法規制度建設。深入實施新修改種(zhong)(zhong)子法、畜(chu)牧法,加(jia)快修訂植物新品(pin)種(zhong)(zhong)保護條例(li)及其配套(tao)規章,推進實質性(xing)派生品(pin)種(zhong)(zhong)制(zhi)度實施。制(zhi)定種(zhong)(zhong)畜(chu)禽生產經營(ying)許可管理(li)辦法,修訂完善農業(ye)植物新品(pin)種(zhong)(zhong)侵(qin)權案件處理(li)、農作物種(zhong)(zhong)子質量監督抽查、畜(chu)禽新品(pin)種(zhong)(zhong)配套(tao)系(xi)審(shen)定和遺(yi)傳(chuan)資源(yuan)鑒定、食(shi)用菌菌種(zhong)(zhong)管理(li)等(deng)制(zhi)度規定。加(jia)快推動(dong)完善種(zhong)(zhong)業(ye)地方(fang)性(xing)法規制(zhi)度,不斷健全(quan)種(zhong)(zhong)業(ye)法治(zhi)體(ti)系(xi),提升依(yi)法治(zhi)種(zhong)(zhong)、依(yi)法興種(zhong)(zhong)水(shui)平。
16.推動種業標準提檔升級。加快(kuai)修(xiu)(xiu)訂(ding)玉米、大豆、水稻、小麥、油菜等(deng)作(zuo)物種(zhong)(zhong)(zhong)子質(zhi)量(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun),研究提高發芽率、品種(zhong)(zhong)(zhong)純(chun)度等(deng)關鍵(jian)質(zhi)量(liang)指標(biao)(biao)(biao),以標(biao)(biao)(biao)準(zhun)(zhun)(zhun)升級推(tui)動種(zhong)(zhong)(zhong)子質(zhi)量(liang)整體提升。推(tui)進農作(zuo)物種(zhong)(zhong)(zhong)子標(biao)(biao)(biao)簽通則(ze)、檢(jian)驗(yan)(yan)規程、轉基因種(zhong)(zhong)(zhong)子檢(jian)測、品種(zhong)(zhong)(zhong)分(fen)子檢(jian)測、植物新(xin)品種(zhong)(zhong)(zhong)測試和種(zhong)(zhong)(zhong)畜(chu)禽檢(jian)驗(yan)(yan)等(deng)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)制修(xiu)(xiu)訂(ding),不斷完善種(zhong)(zhong)(zhong)業監(jian)管技(ji)術標(biao)(biao)(biao)準(zhun)(zhun)(zhun)體系。
17.推進種業監管技術研發應用。加(jia)快品(pin)種(zhong)真實性和種(zhong)子質量快速檢(jian)測技術(shu)(shu)研(yan)發應用,加(jia)強轉(zhuan)基因及(ji)基因編輯種(zhong)子檢(jian)測技術(shu)(shu)研(yan)究,推動(dong)精準高效分子檢(jian)測芯片、快檢(jian)試劑設(she)備研(yan)制,發揮信(xin)息化技術(shu)(shu)手段(duan)在識假(jia)辨(bian)假(jia)、調查取證等方(fang)面作(zuo)用,提升監管執法(fa)技術(shu)(shu)支(zhi)撐能力(li)。推進種(zhong)業(ye)數字化建設(she),優化升級種(zhong)業(ye)大數據平臺(tai),整合品(pin)種(zhong)信(xin)息、生產經營(ying)、行業(ye)管理(li)、檢(jian)驗測試等數據鏈,逐(zhu)步實現種(zhong)子全(quan)程溯源(yuan)管理(li)。
18.加強基層監管執法隊伍建設。開展種業(ye)(ye)專業(ye)(ye)技術和執(zhi)法(fa)培訓,改善(shan)基層(ceng)監(jian)管執(zhi)法(fa)裝(zhuang)備(bei)條件(jian),保障(zhang)監(jian)督檢(jian)查、監(jian)管執(zhi)法(fa)等必要工作(zuo)經費。支(zhi)持地方在品(pin)種權(quan)保護(hu)、網絡售(shou)種等領域,探索務(wu)實管用的監(jian)管執(zhi)法(fa)方式(shi)。健全種子(zi)檢(jian)驗(yan)和品(pin)種測試(shi)機構(gou)建設,提高精準快速檢(jian)測鑒(jian)定(ding)能力,為打假護(hu)權(quan)提供有力支(zhi)撐。鼓(gu)勵種業(ye)(ye)企業(ye)(ye)加強法(fa)務(wu)團隊和維權(quan)能力建設,依法(fa)合(he)規、誠實守信(xin)經營,有效維護(hu)自(zi)身合(he)法(fa)權(quan)益(yi)。
三(san)、工作要求
(一)加強組織領導。各(ge)級農業(ye)(ye)(ye)農村部(bu)(bu)(bu)門(men)要高度(du)重視,結合本地實際細(xi)化活(huo)動方案(an),明確責任主體(ti)和具體(ti)措施,抓好組織落實。我部(bu)(bu)(bu)將(jiang)適時組織開展對制(zhi)種(zhong)(zhong)基地、種(zhong)(zhong)子市場、種(zhong)(zhong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)等調研指(zhi)導,具體(ti)工作(zuo)由全國農技中(zhong)心(xin)牽頭實施。種(zhong)(zhong)畜(chu)禽、桑蠶種(zhong)(zhong)、食用菌菌種(zhong)(zhong)質(zhi)量監(jian)(jian)督(du)抽查,分(fen)別由全國畜(chu)牧總站、農業(ye)(ye)(ye)農村部(bu)(bu)(bu)蠶桑產(chan)業(ye)(ye)(ye)產(chan)品質(zhi)量監(jian)(jian)督(du)檢(jian)驗測試中(zhong)心(xin)和食用菌菌種(zhong)(zhong)質(zhi)量監(jian)(jian)督(du)檢(jian)驗測試中(zhong)心(xin)牽頭實施。
(二)完善工作機制。建立(li)健(jian)全(quan)(quan)上下銜接(jie)的種業(ye)(ye)監(jian)管執法(fa)協調機制,強化工(gong)作進展調度和(he)問題通報(bao)反饋(kui),壓緊壓實屬地責(ze)任(ren)和(he)主(zhu)體(ti)責(ze)任(ren)。省級農(nong)(nong)業(ye)(ye)農(nong)(nong)村部門(men)要發(fa)揮(hui)統籌協調作用(yong),市縣級農(nong)(nong)業(ye)(ye)農(nong)(nong)村部門(men)抓好具體(ti)實施(shi)。發(fa)揮(hui)種業(ye)(ye)協會作用(yong),強化行業(ye)(ye)自律和(he)信(xin)用(yong)評價,建立(li)失信(xin)企業(ye)(ye)懲戒機制。健(jian)全(quan)(quan)社(she)(she)會監(jian)督(du)機制,暢通投訴舉報(bao)渠道,調動群眾參(can)(can)與(yu)監(jian)督(du)的積極性,構建社(she)(she)會參(can)(can)與(yu)、監(jian)督(du)有力的種業(ye)(ye)監(jian)管執法(fa)體(ti)系。
(三)做好總結交流。定(ding)期(qi)調度種(zhong)(zhong)業(ye)監管執法(fa)(fa)(fa)工作進展(zhan)成效(xiao),交流推廣典型經驗做法(fa)(fa)(fa),提升(sheng)監管執法(fa)(fa)(fa)效(xiao)能。充分利用新聞(wen)媒體加強活動宣傳報(bao)道,及時(shi)回應社會(hui)關切。開展(zhan)種(zhong)(zhong)子法(fa)(fa)(fa)畜牧法(fa)(fa)(fa)進企(qi)業(ye)、進院校、進展(zhan)會(hui)、進基地(di)等普法(fa)(fa)(fa)宣傳。省級農業(ye)農村部(bu)門要及時(shi)梳理總(zong)(zong)結種(zhong)(zhong)業(ye)監管執法(fa)(fa)(fa)年活動的(de)做法(fa)(fa)(fa)成效(xiao)、存在問題和相關建議,于(yu)12月20日前將年度工作總(zong)(zong)結及2個以上典型案例報(bao)我部(bu)種(zhong)(zhong)業(ye)管理司。
