2013年度全省“兩雜”種子產銷形勢分析研討會會議紀要
9月13日,省種子協(xie)(xie)會(hui)(hui)(hui)(hui)(hui)(hui)在成都市召開了(le)(le)2013年度全省(sheng)兩(liang)雜(za)種(zhong)(zhong)(zhong)子(zi)(zi)產(chan)銷形(xing)勢(shi)研討會(hui)(hui)(hui)(hui)(hui)(hui)。有關市(州)、縣(xian)(市、區)種(zhong)(zhong)(zhong)子(zi)(zi)管理(li)站(zhan)(zhan)站(zhan)(zhan)長、部(bu)分(fen)企業(ye)(ye)(ye)會(hui)(hui)(hui)(hui)(hui)(hui)員單位主要負責人共計(ji)80余人參加會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)。會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)傳達了(le)(le)近(jin)期(qi)農業(ye)(ye)(ye)部(bu)有關會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)精(jing)神;通報了(le)(le)中國種(zhong)(zhong)(zhong)子(zi)(zi)協(xie)(xie)會(hui)(hui)(hui)(hui)(hui)(hui)行業(ye)(ye)(ye)信用(yong)評價工作(zuo)(zuo)和2013年種(zhong)(zhong)(zhong)子(zi)(zi)對外貿易年會(hui)(hui)(hui)(hui)(hui)(hui)情(qing)況(kuang);全面分(fen)析了(le)(le)2013年全國及(ji)我(wo)省(sheng)“兩(liang)雜(za)”種(zhong)(zhong)(zhong)子(zi)(zi)生(sheng)產(chan)形(xing)勢(shi);部(bu)分(fen)種(zhong)(zhong)(zhong)子(zi)(zi)協(xie)(xie)會(hui)(hui)(hui)(hui)(hui)(hui)(站(zhan)(zhan))和重點種(zhong)(zhong)(zhong)子(zi)(zi)企業(ye)(ye)(ye)交流了(le)(le)“兩(liang)雜(za)”種(zhong)(zhong)(zhong)子(zi)(zi)生(sheng)產(chan)及(ji)收(shou)貯(zhu)工作(zuo)(zuo)中出現的新情(qing)況(kuang)、新問題,并(bing)提(ti)出了(le)(le)應對措施與建議(yi)(yi)。省(sheng)協(xie)(xie)會(hui)(hui)(hui)(hui)(hui)(hui)就抓(zhua)好(hao)今年收(shou)貯(zhu)工作(zuo)(zuo)、確保種(zhong)(zhong)(zhong)子(zi)(zi)質量、及(ji)時兌付基地農戶種(zhong)(zhong)(zhong)款(kuan)等(deng)提(ti)出了(le)(le)工作(zuo)(zuo)要求。會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)由(you)省(sheng)種(zhong)(zhong)(zhong)子(zi)(zi)協(xie)(xie)會(hui)(hui)(hui)(hui)(hui)(hui)副會(hui)(hui)(hui)(hui)(hui)(hui)長柴(chai)瑋主持,省(sheng)種(zhong)(zhong)(zhong)子(zi)(zi)站(zhan)(zhan)站(zhan)(zhan)長、省(sheng)種(zhong)(zhong)(zhong)子(zi)(zi)協(xie)(xie)會(hui)(hui)(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)(hui)(hui)長付洪作(zuo)(zuo)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)總結,并(bing)對今冬明春種(zhong)(zhong)(zhong)子(zi)(zi)行業(ye)(ye)(ye)管理(li)工作(zuo)(zuo)作(zuo)(zuo)安(an)排布(bu)置。現將會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)情(qing)況(kuang)紀要如下:
一、客觀準確分析“兩雜”種子供需形勢
(一)雜交水稻種子。根據全國農技推廣中心統計數據分析,2013年全國雜交水稻制種面積160萬畝,比去年減少21萬畝,預計產量為2.9億公斤,總庫存量約1.4億公斤。2014年度市場供應總(zong)量約為4.3億,市(shi)場總(zong)需(xu)求約2.7億公(gong)斤,預計剩余總(zong)量超過(guo)(guo)1.6億公(gong)斤,占常年總(zong)需(xu)求量59%。從全國種(zhong)子(zi)供需(xu)形勢分析看,雜交水稻種(zhong)子(zi)市(shi)場將嚴重供過(guo)(guo)于(yu)求,行業風險進一(yi)步加大,需(xu)要(yao)引起各方高度重視,謀劃應對(dui)策略(lve)。
據(ju)我省(sheng)(sheng)種(zhong)(zhong)(zhong)業(ye)行業(ye)統計(ji)(ji)(ji),2013年(nian)(nian)我省(sheng)(sheng)雜(za)交水稻制種(zhong)(zhong)(zhong)收獲面(mian)積約(yue)45.45萬(wan)(wan)畝(mu)(mu),平均單產(chan)(chan)193.7公(gong)(gong)(gong)斤(jin)/畝(mu)(mu),同(tong)比增產(chan)(chan)22.4公(gong)(gong)(gong)斤(jin)/畝(mu)(mu),預(yu)(yu)計(ji)(ji)(ji)新產(chan)(chan)種(zhong)(zhong)(zhong)共計(ji)(ji)(ji)8800萬(wan)(wan)公(gong)(gong)(gong)斤(jin),全(quan)省(sheng)(sheng)有效(xiao)(xiao)庫存約(yue)2000萬(wan)(wan)公(gong)(gong)(gong)斤(jin),2014年(nian)(nian)有效(xiao)(xiao)供(gong)種(zhong)(zhong)(zhong)預(yu)(yu)計(ji)(ji)(ji)達(da)1.08億公(gong)(gong)(gong)斤(jin)。預(yu)(yu)計(ji)(ji)(ji)明年(nian)(nian)省(sheng)(sheng)內需種(zhong)(zhong)(zhong)量(liang)約(yue)2500萬(wan)(wan)公(gong)(gong)(gong)斤(jin),省(sheng)(sheng)際間調(diao)劑量(liang)3000萬(wan)(wan)公(gong)(gong)(gong)斤(jin),外貿(mao)出(chu)口約(yue)1200萬(wan)(wan)公(gong)(gong)(gong)斤(jin),省(sheng)(sheng)級儲備300萬(wan)(wan)公(gong)(gong)(gong)斤(jin),市場總需求量(liang)預(yu)(yu)計(ji)(ji)(ji)7000萬(wan)(wan)公(gong)(gong)(gong)斤(jin),全(quan)省(sheng)(sheng)種(zhong)(zhong)(zhong)子(zi)將(jiang)剩余約(yue)3800萬(wan)(wan)公(gong)(gong)(gong)斤(jin),占超過常年(nian)(nian)銷量(liang)54%。綜上數據(ju)分析,受種(zhong)(zhong)(zhong)子(zi)有效(xiao)(xiao)庫存增加影響,加上省(sheng)(sheng)外調(diao)出(chu)量(liang)和外貿(mao)出(chu)口逐步(bu)減少,2014年(nian)(nian)我省(sheng)(sheng)有效(xiao)(xiao)供(gong)種(zhong)(zhong)(zhong)量(liang)進一步(bu)增大,全(quan)省(sheng)(sheng)雜(za)交水稻種(zhong)(zhong)(zhong)子(zi)市場供(gong)大于(yu)求形(xing)(xing)勢(shi)(shi)加劇,行業(ye)形(xing)(xing)勢(shi)(shi)趨于(yu)嚴峻,種(zhong)(zhong)(zhong)子(zi)銷售壓力(li)將(jiang)是近幾年(nian)(nian)最大的一年(nian)(nian)。
(二)雜交玉米種子(zi)(zi)。據全(quan)國(guo)農(nong)技推廣(guang)中(zhong)心統計數據分析,2013年(nian)(nian)雜交玉(yu)米制種面(mian)積380萬(wan)畝,同比減少55萬(wan)畝, 預(yu)計產(chan)新種13億公(gong)斤。截止(zhi)6月(yue),全(quan)國(guo)剩余(yu)玉(yu)米種子(zi)(zi)約11億公(gong)斤,預(yu)計2014年(nian)(nian)玉(yu)米種子(zi)(zi)市場供(gong)應將達24億公(gong)斤,為(wei)正(zheng)常用(yong)種量(liang)(liang)2.2倍,因精量(liang)(liang)播(bo)種,集(ji)中(zhong)育秧等技術的推廣(guang),平(ping)均畝播(bo)種量(liang)(liang)呈現下(xia)降(jiang)趨(qu)勢,嚴重供(gong)過于求態勢將進一步(bu)加劇,市場風險十分嚴峻。
據我省種(zhong)業行業統計,2013年(nian)我省落實面(mian)積11.18萬畝(mu),同比增(zeng)(zeng)加(jia)1.54萬畝(mu),增(zeng)(zeng)幅約(yue)16%,預(yu)計產(chan)新種(zhong)約(yue)3018萬公(gong)(gong)斤(jin),同比增(zeng)(zeng)加(jia)約(yue)800萬公(gong)(gong)斤(jin),加(jia)上省外預(yu)約(yue)產(chan)種(zhong)1400萬公(gong)(gong)斤(jin)和有效(xiao)庫存量1502萬公(gong)(gong)斤(jin),預(yu)計2014年(nian)春季有效(xiao)供(gong)(gong)種(zhong)將(jiang)達到(dao)5920萬公(gong)(gong)斤(jin),同比增(zeng)(zeng)加(jia)1500萬公(gong)(gong)斤(jin),增(zeng)(zeng)幅30%。預(yu)計明年(nian)大(da)春用種(zhong)約(yue)2800萬公(gong)(gong)斤(jin),救災備荒儲備100萬公(gong)(gong)斤(jin),可供(gong)(gong)調出種(zhong)子總量3000萬公(gong)(gong)斤(jin)以上,同比增(zeng)(zeng)加(jia)400萬公(gong)(gong)斤(jin)以上,玉(yu)米種(zhong)子供(gong)(gong)大(da)于求(qiu)將(jiang)繼續加(jia)劇(ju)。
二、切實加強“兩雜”種子收貯管理
(一)及時兌付(fu)制種(zhong)(zhong)(zhong)(zhong)(zhong)農戶種(zhong)(zhong)(zhong)(zhong)(zhong)款(kuan)。會(hui)議要(yao)求,各(ge)種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)企(qi)業(ye)(ye)(ye)務必嚴格(ge)履行合(he)(he)(he)同,并(bing)按照年初與基(ji)地簽訂的生產合(he)(he)(he)同確定的種(zhong)(zhong)(zhong)(zhong)(zhong)糧比原則,結合(he)(he)(he)當(dang)地稻谷保(bao)護收(shou)購(gou)(gou)價(jia)格(ge),合(he)(he)(he)理(li)確定種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)收(shou)購(gou)(gou)價(jia)格(ge)。尤其是企(qi)業(ye)(ye)(ye)要(yao)積(ji)極籌措種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)收(shou)購(gou)(gou)款(kuan),千方百(bai)計(ji)保(bao)證(zheng)種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)收(shou)購(gou)(gou)款(kuan)如期(qi)籌措到位(wei)。要(yao)把(ba)保(bao)護制種(zhong)(zhong)(zhong)(zhong)(zhong)農戶利益,穩定制種(zhong)(zhong)(zhong)(zhong)(zhong)基(ji)地作為(wei)出發(fa)點,種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)入庫后應及時兌現(xian)(xian)收(shou)購(gou)(gou)款(kuan),堅決(jue)不打(da)“白(bai)條”,要(yao)求各(ge)種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)企(qi)業(ye)(ye)(ye)12月(yue)底前全(quan)部(bu)兌付(fu)種(zhong)(zhong)(zhong)(zhong)(zhong)款(kuan)。建議各(ge)地農業(ye)(ye)(ye)主管(guan)部(bu)門和(he)種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)管(guan)理(li)站,加強(qiang)領(ling)導,幫助相關企(qi)業(ye)(ye)(ye)協調處理(li)有關問題(ti),并(bing)做好督促(cu)和(he)檢查,確保(bao)種(zhong)(zhong)(zhong)(zhong)(zhong)子(zi)(zi)收(shou)貯及種(zhong)(zhong)(zhong)(zhong)(zhong)款(kuan)兌現(xian)(xian)工作落(luo)實到位(wei)。
(二)加強種(zhong)(zhong)子(zi)質量(liang)(liang)監督(du)。會議強調,各(ge)地種(zhong)(zhong)子(zi)協(xie)會要(yao)積極配合(he)種(zhong)(zhong)子(zi)管理(li)(li)部(bu)門加強監督(du)管理(li)(li),確保種(zhong)(zhong)子(zi)收購質量(liang)(liang),特別是要(yao)加強品種(zhong)(zhong)真實性(xing)管理(li)(li),各(ge)企業要(yao)嚴格執行當地的(de)種(zhong)(zhong)子(zi)收購政(zheng)策,按照(zhao)統一約定(ding)的(de)限定(ding)時(shi)間(jian),做到合(he)格種(zhong)(zhong)子(zi)全產全收。
(三)強(qiang)化行(xing)業(ye)(ye)自律。從今年種(zhong)(zhong)子(zi)收(shou)貯(zhu)(zhu)情況來(lai)看,種(zhong)(zhong)子(zi)收(shou)貯(zhu)(zhu)秩(zhi)序(xu)正常,基(ji)地搶購、套購種(zhong)(zhong)子(zi)的現象明(ming)顯減少。會議強(qiang)調,推進種(zhong)(zhong)子(zi)產(chan)業(ye)(ye)發展需要(yao)各(ge)方(fang)共(gong)同不懈(xie)努力(li),省種(zhong)(zhong)子(zi)協會企業(ye)(ye)會員要(yao)帶頭遵守法律法規(gui),加(jia)強(qiang)行(xing)業(ye)(ye)自律,規(gui)范經營(ying)行(xing)為,自覺維護種(zhong)(zhong)子(zi)收(shou)貯(zhu)(zhu)和市場銷(xiao)售秩(zhi)序(xu)。
三、適當調整營銷策略,拓展種子銷售渠道
會議分析,近年來,黨中央、國務院鼓勵和支持承包土地向專業大戶、家庭農場、農民合作社流轉,發展多種形式的適度規模經營。在政策指引下,全國各地及我省土地流轉數量及規模逐步增加,土地適當規模經營正在有序、有效進行,傳統的小、散、雜的種植模式正在逐步向規模化、集約化、機械化的生產方式過渡。各種子企業要認真分析、準確把握形勢,適當調整營銷策略。一(yi)是強化(hua)種子(zi)(zi)(zi)售后跟蹤(zong)服(fu)(fu)(fu)務(wu)。種子(zi)(zi)(zi)企(qi)業(ye)應(ying)由傳統的(de)(de)(de)賣種子(zi)(zi)(zi)向賣服(fu)(fu)(fu)務(wu)轉變,順應(ying)種植(zhi)習慣的(de)(de)(de)和(he)(he)種植(zhi)主體的(de)(de)(de)變化(hua),建(jian)立種子(zi)(zi)(zi)售后服(fu)(fu)(fu)務(wu)機(ji)制,強化(hua)生產服(fu)(fu)(fu)務(wu),爭取(qu)更多種植(zhi)主體,拓(tuo)展銷(xiao)售渠道(dao)。二是減(jian)少種子(zi)(zi)(zi)銷(xiao)售環節。鼓勵(li)各(ge)種子(zi)(zi)(zi)企(qi)業(ye)采取(qu)直銷(xiao)配(pei)送的(de)(de)(de)方(fang)式,直接用大包(bao)(bao)裝(zhuang),減(jian)少小包(bao)(bao)裝(zhuang),減(jian)少種子(zi)(zi)(zi)包(bao)(bao)裝(zhuang)成本(ben)(ben);直接配(pei)送種子(zi)(zi)(zi)到種植(zhi)大戶、專(zhuan)業(ye)合作(zuo)(zuo)社、家庭農場主,減(jian)少流通環節,降(jiang)低種子(zi)(zi)(zi)銷(xiao)售成本(ben)(ben)。三是加強種子(zi)(zi)(zi)外貿(mao)(mao)工作(zuo)(zuo)。各(ge)企(qi)業(ye)要充分發揮“川(chuan)種”的(de)(de)(de)獨特優勢,根據(ju)東南亞(ya)和(he)(he)拉美國際市場的(de)(de)(de)需求(qiu),調整外貿(mao)(mao)戰略,規范外貿(mao)(mao)行為,提高種子(zi)(zi)(zi)質量,穩定(ding)出口價格,強化(hua)進(jin)出口檢驗檢疫(yi)工作(zuo)(zuo)等,進(jin)一(yi)步拓(tuo)展海外市場,減(jian)少國內種子(zi)(zi)(zi)市場銷(xiao)售壓力。
