慧(hui)聰(cong)化(hua)(hua)工(gong)(gong)網訊(xun):以(yi)拼音標(biao)名冒充(chong)進口化(hua)(hua)肥(fei)、劣質化(hua)(hua)肥(fei)包裝精(jing)美稱(cheng)“新型化(hua)(hua)肥(fei)”……近(jin)日,市工(gong)(gong)商局發布消(xiao)費警示,提醒廣大農民一定要通過正規渠道(dao)購(gou)買農資,并嚴格(ge)按照產品使用說明操作。
農(nong)(nong)藥(yao)(yao)、化肥的質(zhi)(zhi)(zhi)量(liang)如何決(jue)定農(nong)(nong)業(ye)收成,而(er)兜售假農(nong)(nong)藥(yao)(yao)、劣化肥是嚴(yan)重(zhong)的“坑(keng)農(nong)(nong)”行(xing)為(wei)(wei)。為(wei)(wei)進一步規范(fan)我市流通領域農(nong)(nong)資(zi)商(shang)品質(zhi)(zhi)(zhi)量(liang),更好地保護農(nong)(nong)民消費者合(he)(he)法權(quan)益,近(jin)日,市工商(shang)局組織(zhi)開展了農(nong)(nong)資(zi)商(shang)品質(zhi)(zhi)(zhi)量(liang)抽(chou)檢(jian)行(xing)動(dong),共抽(chou)檢(jian)16家農(nong)(nong)資(zi)經營單位31個批(pi)(pi)次(ci)(ci)的商(shang)品,其中抽(chou)檢(jian)復合(he)(he)肥21批(pi)(pi)次(ci)(ci)、農(nong)(nong)藥(yao)(yao)10批(pi)(pi)次(ci)(ci),合(he)(he)格(ge)(ge)(ge)27批(pi)(pi)次(ci)(ci),合(he)(he)格(ge)(ge)(ge)率(lv)為(wei)(wei)87%。此次(ci)(ci)農(nong)(nong)資(zi)商(shang)品質(zhi)(zhi)(zhi)量(liang)抽(chou)檢(jian)結果(guo)顯示,農(nong)(nong)藥(yao)(yao)商(shang)品合(he)(he)格(ge)(ge)(ge)8批(pi)(pi)次(ci)(ci),合(he)(he)格(ge)(ge)(ge)率(lv)為(wei)(wei)80%;復合(he)(he)肥商(shang)品合(he)(he)格(ge)(ge)(ge)19批(pi)(pi)次(ci)(ci),合(he)(he)格(ge)(ge)(ge)率(lv)為(wei)(wei)90%。與去(qu)年相比,合(he)(he)格(ge)(ge)(ge)率(lv)均(jun)有所提高。
近年(nian)來,市(shi)(shi)工商(shang)局與各(ge)相關部門通(tong)力(li)合(he)作,不間斷、高強(qiang)(qiang)(qiang)度地(di)加強(qiang)(qiang)(qiang)農(nong)(nong)(nong)資(zi)市(shi)(shi)場(chang)監管,我(wo)市(shi)(shi)農(nong)(nong)(nong)資(zi)經營市(shi)(shi)場(chang)逐步(bu)規范,經營者的(de)質(zhi)量(liang)意(yi)識有所增強(qiang)(qiang)(qiang),農(nong)(nong)(nong)資(zi)商(shang)品質(zhi)量(liang)總(zong)體呈穩步(bu)上(shang)升趨勢。但是,13%的(de)不合(he)格率也(ye)反映出我(wo)市(shi)(shi)農(nong)(nong)(nong)資(zi)商(shang)品質(zhi)量(liang)還有很(hen)大的(de)提升空間。
從(cong)檢測情況和(he)檢驗結果來(lai)看(kan)(kan):不(bu)合格化(hua)(hua)肥主(zhu)要問(wen)題是(shi)有(you)(you)效成分含(han)量不(bu)足(有(you)(you)效磷(lin)、氧化(hua)(hua)鉀、總氮含(han)量等指標(biao)不(bu)達標(biao)),夸大總養分含(han)量;在外包裝(zhuang)上用(yong)拼音標(biao)注商品名、商標(biao)名及企業名稱(cheng)冒充進口化(hua)(hua)肥;產品包裝(zhuang)、標(biao)志混亂,出現一些不(bu)良商家抓(zhua)住多數農民(min)消費者(zhe)看(kan)(kan)不(bu)懂化(hua)(hua)學符號(hao)的弱點,把包裝(zhuang)精美(mei)的劣質化(hua)(hua)肥,稱(cheng)為(wei)“新型化(hua)(hua)肥”,以(yi)此來(lai)吸引農民(min)購買,誤導(dao)消費者(zhe);外包裝(zhuang)上“三(san)證”(登記證號(hao)、生產許可證號(hao)、執(zhi)行標(biao)準)標(biao)注不(bu)齊。農藥主(zhu)要問(wen)題集中在有(you)(you)效成分含(han)量不(bu)足;超過有(you)(you)效使用(yong)期限(一般農藥有(you)(you)效期限為(wei)兩年)。
為此,市工商局發布消費警示,提醒廣大農村消費者在購買農資商品尤其是種子、化(hua)肥、農藥(yao)時(shi)(shi),要(yao)注意以下五點:一是(shi)(shi)注意查驗經(jing)營(ying)(ying)(ying)者的(de)(de)有(you)關(guan)證(zheng)(zheng)(zheng)(zheng)照。合(he)法(fa)農資(zi)經(jing)營(ying)(ying)(ying)者除應有(you)《營(ying)(ying)(ying)業(ye)執照》外,還應當具備本行業(ye)的(de)(de)經(jing)營(ying)(ying)(ying)許可(ke)證(zheng)(zheng)(zheng)(zheng)、廠(chang)家的(de)(de)授權委托書。如種子經(jing)營(ying)(ying)(ying)者須(xu)持有(you)縣級以上農業(ye)主管部(bu)(bu)門(men)(men)頒發(fa)的(de)(de)《農作物(wu)(wu)種子經(jing)營(ying)(ying)(ying)許可(ke)證(zheng)(zheng)(zheng)(zheng)》、《種子質量(liang)合(he)格證(zheng)(zheng)(zheng)(zheng)》等相關(guan)證(zheng)(zheng)(zheng)(zheng)件。二是(shi)(shi)選購農資(zi)產(chan)(chan)品時(shi)(shi)要(yao)仔細查看(kan)包裝是(shi)(shi)否(fou)規范,標簽是(shi)(shi)否(fou)完(wan)整,有(you)無合(he)格證(zheng)(zheng)(zheng)(zheng)、廠(chang)名廠(chang)址、商(shang)標標志(zhi)、生產(chan)(chan)日期、失效期及使(shi)(shi)用(yong)說明等,不(bu)要(yao)購買包裝破損、標志(zhi)不(bu)清或不(bu)全的(de)(de)農資(zi)商(shang)品。三是(shi)(shi)在購買農資(zi)商(shang)品時(shi)(shi)要(yao)向經(jing)營(ying)(ying)(ying)者索(suo)取購物(wu)(wu)憑證(zheng)(zheng)(zheng)(zheng),保留必要(yao)樣品,以便更好地維護自身權益。四是(shi)(shi)使(shi)(shi)用(yong)前要(yao)認真閱讀種子、化(hua)肥、農藥(yao)等農資(zi)產(chan)(chan)品的(de)(de)使(shi)(shi)用(yong)說明書,弄清適用(yong)范圍和禁用(yong)事項(xiang)以及正確的(de)(de)使(shi)(shi)用(yong)方法(fa)。五是(shi)(shi)出現農資(zi)消費(fei)糾紛或者發(fa)現非(fei)法(fa)經(jing)營(ying)(ying)(ying)農資(zi)行為(wei)的(de)(de),消費(fei)者要(yao)及時(shi)(shi)向工商(shang)部(bu)(bu)門(men)(men)及有(you)關(guan)部(bu)(bu)門(men)(men)申訴舉報。
