2024年遼寧省種植業保險工作方案
為深(shen)入貫徹中央(yang)農(nong)(nong)(nong)村工作(zuo)會(hui)議(yi)、中央(yang)一號(hao)(hao)文(wen)(wen)件和(he)(he)省(sheng)(sheng)委農(nong)(nong)(nong)村工作(zuo)會(hui)議(yi)、省(sheng)(sheng)委一號(hao)(hao)文(wen)(wen)件精神,扎實推(tui)進種植業(ye)(ye)保(bao)險(xian)工作(zuo),穩(wen)定(ding)農(nong)(nong)(nong)業(ye)(ye)生(sheng)產(chan)(chan)和(he)(he)農(nong)(nong)(nong)民收入預期(qi),保(bao)障國家糧食安全和(he)(he)重(zhong)要(yao)農(nong)(nong)(nong)產(chan)(chan)品(pin)有效(xiao)供給,根(gen)據《農(nong)(nong)(nong)業(ye)(ye)保(bao)險(xian)條例》《農(nong)(nong)(nong)業(ye)(ye)保(bao)險(xian)承保(bao)理賠管理辦法》《遼寧(ning)省(sheng)(sheng)加快(kuai)農(nong)(nong)(nong)業(ye)(ye)保(bao)險(xian)高(gao)質量發(fa)展(zhan)的實施方案》《遼寧(ning)省(sheng)(sheng)農(nong)(nong)(nong)業(ye)(ye)保(bao)險(xian)保(bao)費補貼管理實施細則》等(deng)文(wen)(wen)件規定(ding),結合我(wo)省(sheng)(sheng)實際,制定(ding)本(ben)方案。
一、指導思想
以(yi)習近平新時代(dai)中(zhong)國特色(se)社會(hui)(hui)主義思想為(wei)指導(dao),深入貫徹黨的(de)二十(shi)大和(he)中(zhong)央(yang)農(nong)(nong)村工(gong)(gong)作(zuo)會(hui)(hui)議、中(zhong)央(yang)一(yi)號(hao)文件精神,認真貫徹省委農(nong)(nong)村工(gong)(gong)作(zuo)會(hui)(hui)議、省委一(yi)號(hao)文件精神,緊(jin)緊(jin)圍(wei)繞實施(shi)鄉(xiang)村振興戰略和(he)打贏脫(tuo)貧攻堅戰,立(li)足深化農(nong)(nong)業(ye)(ye)供給(gei)側結構(gou)性改革(ge),按照適應世(shi)貿組織規則、保(bao)(bao)護農(nong)(nong)民利益、支持農(nong)(nong)業(ye)(ye)發(fa)展的(de)要求,堅持“政(zheng)(zheng)府引導(dao)、市場運作(zuo)、自主自愿(yuan)、協同推進”的(de)原則,進一(yi)步(bu)(bu)完善種(zhong)植業(ye)(ye)保(bao)(bao)險(xian)(xian)政(zheng)(zheng)策,持續推動(dong)種(zhong)植業(ye)(ye)保(bao)(bao)險(xian)(xian)“擴(kuo)面、增(zeng)品、提標(biao)”,調動(dong)農(nong)(nong)民參(can)保(bao)(bao)積極性。充分發(fa)揮農(nong)(nong)業(ye)(ye)保(bao)(bao)險(xian)(xian)承(cheng)保(bao)(bao)機構(gou)市場主體優勢,進一(yi)步(bu)(bu)規范種(zhong)植業(ye)(ye)保(bao)(bao)險(xian)(xian)經營,提高(gao)服務質量,提升分散風險(xian)(xian)能力(li),穩定農(nong)(nong)民收入,推動(dong)種(zhong)植業(ye)(ye)保(bao)(bao)險(xian)(xian)高(gao)質量發(fa)展,更好地滿足“三農(nong)(nong)”領域日(ri)益增(zeng)長的(de)風險(xian)(xian)保(bao)(bao)障需求,保(bao)(bao)障國家糧食安(an)全和(he)重要農(nong)(nong)產品有(you)效(xiao)供給(gei)。
二、主要任務
(一)扎實推進糧油作物各項保險。
繼續實施糧食、油料作物直接物化成本保險、完全成本保險、種植收入保險和制種保險,穩定糧食生產,推進擴種大豆油料。
1.直接物化成本保險。
(2)實(shi)施(shi)地區。在全省(不含大連,下同)實(shi)施(shi)。
(3)保(bao)額及費率(lv)。玉(yu)米、水稻(dao)、小(xiao)麥、大豆、花生、馬鈴(ling)薯(shu)每畝(mu)保(bao)險金額(簡稱畝(mu)保(bao)額,下同)分別為(wei)370元、650元、460元、270元、490元、770元,費率(lv)分別為(wei)6.1%、4.1%、4.2%、5.1%、4.1%、6.1%(錦州、阜新、葫(hu)蘆(lu)島3市(shi)分別為(wei)6.7%、4.5%、4.6%、5.6%、4.5%、6.7%;朝陽市(shi)玉(yu)米、馬鈴(ling)薯(shu)為(wei)6.7%)。
(4)保費承擔比例。農戶投(tou)保繳納20%,政府(fu)補貼80%。政府(fu)補貼中(zhong),中(zhong)央補貼45%、省(sheng)級(ji)(ji)補貼30%、市(shi)(shi)(shi)縣(xian)補貼5%。繼續對(dui)省(sheng)級(ji)(ji)鄉村(cun)振興重(zhong)點幫扶縣(xian)和遼西北地(di)區(阜新、朝陽、鐵嶺3市(shi)(shi)(shi),下同(tong))的產糧大(da)縣(xian)加(jia)大(da)支持力度,省(sheng)級(ji)(ji)補貼32%,市(shi)(shi)(shi)縣(xian)補貼3%(具體(ti)分擔比例由市(shi)(shi)(shi)縣(xian)協商確定(ding),報(bao)省(sheng)財(cai)政廳(ting)(ting)、省(sheng)農業農村(cun)廳(ting)(ting)備案(an),下同(tong))。
2.完全成本保險。
(1)保(bao)險標的。玉(yu)米、水稻、小麥(mai)。
(2)實施地區。在全省產糧大縣(xian)(xian)實施(康平縣(xian)(xian)、臺安縣(xian)(xian)、岫巖縣(xian)(xian)、海城市、義(yi)縣(xian)(xian)、鐵(tie)嶺(ling)縣(xian)(xian)玉米不(bu)執(zhi)行本險(xian)種)。產糧大縣(xian)(xian)較上年(nian)新增建昌縣(xian)(xian)。
(3)保(bao)額(e)及費率(lv)。玉(yu)米(mi)、水稻、小(xiao)麥畝保(bao)額(e)分(fen)別為770元、1290元、820元。費率(lv)與直接物化成本保(bao)險一致。
(4)保費承(cheng)擔比(bi)例(li)。與直(zhi)接物化成本保險一致。
3.種植收入保險。
(1)保(bao)險標的。玉米。
(2)實施(shi)地區。沈陽市(shi)(shi)康(kang)平縣(xian),鞍山市(shi)(shi)臺安縣(xian)、岫巖縣(xian)、海城(cheng)市(shi)(shi),錦州市(shi)(shi)義縣(xian),鐵嶺市(shi)(shi)鐵嶺縣(xian)。
(3)保額及(ji)費率。沈陽市、鞍山市、錦(jin)州市、鐵嶺市玉米畝保額分別為(wei)1000元、880元、920元、1120元。費率與直接物化成本保險(xian)一致。
(4)保(bao)費承擔比例。與(yu)直(zhi)接物化成本保(bao)險一(yi)致。
4.制種保險。
(1)保險標(biao)的。玉(yu)米(mi)制種(zhong)、水稻(dao)制種(zhong)。
(2)實(shi)施地區。在全(quan)省實(shi)施。
(3)保(bao)額及費(fei)率。玉米、水稻制種保(bao)險畝(mu)保(bao)額分別(bie)為1020元、1280元。費(fei)率與直接物化成本保(bao)險一致(zhi)。
(4)保費承擔比例。與直接物化成本保險一(yi)致。
省直國有農場參加上述保險的,保費承(cheng)擔(dan)(dan)比例參照所在地政(zheng)(zheng)策,中央財政(zheng)(zheng)和省級(ji)財政(zheng)(zheng)給予補貼(市(shi)縣財政(zheng)(zheng)不承(cheng)擔(dan)(dan))。
(二)積極開展地方特色農產品保險。
繼續支(zhi)持設施農業和(he)經(jing)濟(ji)作(zuo)物發(fa)展,開展日光溫室(shi)大棚(peng)(peng)保(bao)險、棚(peng)(peng)內作(zuo)物保(bao)險、食用菌(jun)保(bao)險和(he)中藥材保(bao)險。
1.日光溫室大棚保險。
(1)保險標的。日(ri)光溫室大棚(不含棚內作物)。
(2)實施(shi)地區。在全省實施(shi)。
(3)保額(e)及費(fei)率(lv)。根據不同設施結(jie)構設定8000~17000元(yuan)的畝保額(e)。鋼筋骨架和磚墻(qiang)(qiang)(qiang)、鋼筋骨架和土墻(qiang)(qiang)(qiang)、竹木結(jie)構和土墻(qiang)(qiang)(qiang)的日光溫室大棚年基準費(fei)率(lv)為2%,鋼架無后墻(qiang)(qiang)(qiang)結(jie)構的大棚年基準費(fei)率(lv)為3%。
(4)保費承擔比例(li)。農(nong)戶(hu)投保繳納35%,政(zheng)府(fu)補貼(tie)(tie)(tie)65%(包括中(zhong)央(yang)和省共(gong)擔50%、市(shi)級補貼(tie)(tie)(tie)15%)。繼續對遼西北地區加大支持力度,農(nong)戶(hu)投保繳納30%,政(zheng)府(fu)補貼(tie)(tie)(tie)70%(包括中(zhong)央(yang)和省共(gong)擔65%、市(shi)級補貼(tie)(tie)(tie)5%)。
2.日光溫室大棚棚內作物保險。
(1)保險標的。日光溫室(shi)大棚內的經濟作(zuo)物。
(2)實(shi)施地區。在凌源市實(shi)施。
(3)保額(e)及費率。根(gen)據作(zuo)物種類(lei)(lei)(lei)設定不同的畝(mu)保額(e),葉菜(cai)(cai)類(lei)(lei)(lei)1000元,果類(lei)(lei)(lei)蔬(shu)菜(cai)(cai)、瓜果2000元,花卉等經(jing)濟作(zuo)物2500元。費率均為(wei)4%。
(4)保(bao)費(fei)承擔(dan)比例。農(nong)戶投(tou)保(bao)繳(jiao)納35%,政府補(bu)貼65%(包括中央(yang)和省共(gong)擔(dan)45%、市縣(xian)補(bu)貼20%)。
3.食用菌保險。
(1)保險標的。香菇、黑(hei)木(mu)耳、滑(hua)菇、靈(ling)芝、平菇、雙孢蘑菇、杏鮑(bao)菇等(deng)7種食用菌。
(2)實(shi)施(shi)地區。在(zai)全省實(shi)施(shi)。
(3)保額(e)及費率。參照不同(tong)(tong)食用菌標準菌袋的直接物(wu)化成本確定不同(tong)(tong)保額(e)。費率均為5.3%(錦州、阜(fu)新、葫蘆島3市為5.8%)。
(4)保費承擔(dan)比例。農戶投保繳納30%,政府補貼(tie)70%(包括中央和省共擔(dan)45%、市縣(xian)補貼(tie)25%)。
4.中藥材保險。
(1)保險標(biao)的。人(ren)參、五(wu)味(wei)子(zi)、細辛、柴胡等33種(zhong)中藥(yao)材(cai)。
(2)實施(shi)地(di)區(qu)。在全省(sheng)實施(shi)。
(3)保額及費(fei)率。參照(zhao)不同(tong)中藥材(cai)生長期內所發生的直接物化成本確(que)定(ding)不同(tong)保額。費(fei)率均為4.5%。
(4)保費(fei)承擔(dan)比例。農(nong)戶(hu)投(tou)保繳納30%,政府(fu)補(bu)貼70%(包括(kuo)中央和省共擔(dan)45%、市縣補(bu)貼25%)。
(三)繼續實施脫貧人口補充保險。
為支持鞏固(gu)拓(tuo)展脫貧(pin)(pin)攻(gong)堅成(cheng)果(guo),穩定(ding)脫貧(pin)(pin)人口(kou)收入,對收入在省防止返(fan)貧(pin)(pin)監測范(fan)圍8500元以(yi)下脫貧(pin)(pin)人口(kou)(葫蘆(lu)島(dao)市南票(piao)區包括防止返(fan)貧(pin)(pin)監測對象,以(yi)下統稱“脫貧(pin)(pin)人口(kou)”),在享受(shou)所(suo)在地區現有保險政策的基(ji)礎上,實施玉米(mi)、水(shui)稻補充保險。
1.保險標的。玉米、水稻。
2.實施地區。在全省實施。
3.保額及費率。玉米補充(chong)保(bao)(bao)(bao)險畝保(bao)(bao)(bao)額為(wei)400元(yuan),水稻補充(chong)保(bao)(bao)(bao)險畝保(bao)(bao)(bao)額為(wei)640元(yuan)。費率與直接物(wu)化成本保(bao)(bao)(bao)險一致。
4.保費承擔比例。補(bu)充保險的保費從2024年省財政銜接(jie)推進鄉村(cun)振興補(bu)助資金(jin)中列支。
(四)鼓勵探索種植業保險創新。
緊(jin)緊(jin)圍(wei)繞產(chan)業發(fa)展需要,落(luo)實《遼寧省加快農(nong)業保(bao)(bao)險高質量發(fa)展的實施(shi)方案》,鼓勵地方和承保(bao)(bao)機構積極探索(suo)保(bao)(bao)險創新,推動種植(zhi)業保(bao)(bao)險“擴面、增(zeng)品、提標”。
1.提高大豆油料保險保障水平。貫徹(che)黨(dang)中央擴(kuo)(kuo)種大(da)豆(dou)油(you)料決策(ce)部署,落實省委一號文(wen)件精神,鼓勵各(ge)地區、各(ge)承保(bao)機構在大(da)豆(dou)、花(hua)生直接物化成本(ben)保(bao)險基礎(chu)上,開辦(ban)補充保(bao)險;探索(suo)開展(zhan)價格指(zhi)數及收入類保(bao)險等,防范自然災害和(he)市場變動(dong)雙(shuang)重(zhong)風險,支(zhi)持擴(kuo)(kuo)種大(da)豆(dou)油(you)料。
2.創新種植業保險模式。鼓勵和(he)支(zhi)持(chi)各地(di)區(qu)、各承保(bao)機構(gou)與(yu)大連商品交易所(suo)、鄭州商品交易所(suo)等機構(gou)加強溝通(tong)交流,發揮(hui)期(qi)貨(huo)價(jia)格對(dui)種植收入(ru)保(bao)險(xian)(xian)(xian)政(zheng)策(ce)落實(shi)(shi)的支(zhi)撐作用,積極推(tui)動種植業(ye)保(bao)險(xian)(xian)(xian)由保(bao)成(cheng)本向保(bao)價(jia)格、保(bao)收入(ru)升級(ji)。支(zhi)持(chi)政(zheng)策(ce)性保(bao)險(xian)(xian)(xian)與(yu)“保(bao)險(xian)(xian)(xian)+期(qi)貨(huo)”項目(mu)統籌實(shi)(shi)施(shi),鼓勵和(he)支(zhi)持(chi)市縣結合本地(di)實(shi)(shi)際和(he)財力情況,安排資(zi)金開展“保(bao)險(xian)(xian)(xian)+期(qi)貨(huo)”項目(mu)試點,提升風險(xian)(xian)(xian)保(bao)障水平(ping)。
3.動態補充全省特色農產品保險儲備庫。鼓勵和支(zhi)持(chi)各地(di)區、各承保機構(gou)圍繞(rao)產(chan)(chan)業(ye)發展和農(nong)民需求,創(chuang)新開(kai)展地(di)方(fang)特色(se)農(nong)產(chan)(chan)品(pin)保險,與大豆(dou)、油料等創(chuang)新險種一并(bing)納入全省特色(se)農(nong)產(chan)(chan)品(pin)保險儲(chu)備庫(ku)。對開(kai)辦一年以上(shang)、保險條款比較成熟、工作開(kai)展效果較好的入庫(ku)險種,適(shi)(shi)時組織評估、篩選,在市縣財(cai)政給予(yu)(yu)一定比例補貼的基礎上(shang),省級財(cai)政采取以獎代補等方(fang)式(shi)給予(yu)(yu)適(shi)(shi)當支(zhi)持(chi)。
4.持續提升服務保障能力。承保(bao)機構應當加強防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)損(sun)管理,據(ju)實(shi)列支防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)損(sun)費用(yong),依法(fa)合(he)規做好防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)損(sun)工作;應當結合(he)實(shi)際,強化與(yu)農(nong)業(ye)(ye)防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)損(sun)體(ti)系的協同(tong)。鼓勵各地(di)區、各承保(bao)機構建立健全機構與(yu)農(nong)業(ye)(ye)農(nong)村、氣(qi)象等(deng)部(bu)門(men)的合(he)作機制(zhi)(zhi),通過災(zai)(zai)(zai)害(hai)預警(jing)、農(nong)業(ye)(ye)防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)災(zai)(zai)(zai)、病蟲害(hai)監測與(yu)防(fang)(fang)(fang)治等(deng)工作加強協作,統籌防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)損(sun)費用(yong)和(he)農(nong)業(ye)(ye)生(sheng)產防(fang)(fang)(fang)災(zai)(zai)(zai)減(jian)(jian)(jian)(jian)災(zai)(zai)(zai)有關(guan)投(tou)入,因地(di)制(zhi)(zhi)宜開展預警(jing)、防(fang)(fang)(fang)災(zai)(zai)(zai)、減(jian)(jian)(jian)(jian)損(sun)等(deng)工作,實(shi)現(xian)由災(zai)(zai)(zai)后補償向災(zai)(zai)(zai)前(qian)預防(fang)(fang)(fang)轉變(bian),提高農(nong)業(ye)(ye)抵御風險(xian)的能力,分(fen)散承保(bao)機構面臨的風險(xian)和(he)壓力,降低農(nong)戶因災(zai)(zai)(zai)經濟損(sun)失。
三、規(gui)范展業經營
(一)承保機構。
按照《遼寧(ning)(ning)(ning)省(sheng)(sheng)財(cai)政廳(ting) 遼寧(ning)(ning)(ning)省(sheng)(sheng)農(nong)業(ye)農(nong)村廳(ting) 遼寧(ning)(ning)(ning)省(sheng)(sheng)林業(ye)和(he)草原局關于全省(sheng)(sheng)政策性農(nong)業(ye)保(bao)險(xian)(xian)(xian)承(cheng)保(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)遴選結果的(de)通知》(遼財(cai)金〔2021〕104號)執行(xing)。承(cheng)保(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)應當加強自身能力建(jian)設,建(jian)立符(fu)合農(nong)業(ye)保(bao)險(xian)(xian)(xian)高質量發展要求的(de)基層服(fu)務(wu)網絡體系,應當在(zai)縣級(ji)行(xing)政區域(yu)設立分支機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)(較(jiao)小(xiao)的(de)區有市級(ji)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou),具備(bei)相關資格且省(sheng)(sheng)級(ji)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)明確由(you)其(qi)承(cheng)擔所在(zai)區農(nong)業(ye)保(bao)險(xian)(xian)(xian)業(ye)務(wu)的(de),可不單(dan)獨設立區機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)),服(fu)務(wu)站等(deng)基層服(fu)務(wu)網點(dian)應覆(fu)蓋到其(qi)開(kai)展業(ye)務(wu)的(de)鄉(xiang)鎮(zhen)一級(ji)。
(二)保險條款。
按照《農(nong)(nong)(nong)業保(bao)險條(tiao)例》規定,各承保(bao)機構應當公平、合理地擬訂(ding)農(nong)(nong)(nong)業保(bao)險條(tiao)款和(he)保(bao)險費率,并充分聽取財政、農(nong)(nong)(nong)業農(nong)(nong)(nong)村部(bu)門(men)、農(nong)(nong)(nong)民代表(biao)等方(fang)面(mian)意見(jian)。保(bao)險條(tiao)款和(he)保(bao)險費率應當依法報金(jin)融監管部(bu)門(men)備案后(hou)執行。
(三)規范經營。
各(ge)承保(bao)(bao)機構、各(ge)地區要嚴(yan)格執行《農(nong)業保(bao)(bao)險承保(bao)(bao)理賠管理辦法》,規范農(nong)業保(bao)(bao)險承保(bao)(bao)理賠行為,切實保(bao)(bao)護農(nong)民群眾合法權益。
1.加強承保管理。一(yi)(yi)是規范投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)。承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)應(ying)當(dang)向(xiang)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)人(ren)說明(ming)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)責任、理賠(pei)標準和方式(shi)等(deng)條款內容,保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)障投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)人(ren)、被保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)人(ren)的(de)知情(qing)(qing)權(quan)(quan)和自主權(quan)(quan),不得欺(qi)騙(pian)、誤導投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao),不得以(yi)(yi)(yi)(yi)不正當(dang)手(shou)段強迫投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)或(huo)(huo)限制投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao);應(ying)當(dang)真(zhen)(zhen)實(shi)(shi)、準確(que)(que)(que)(que)、完(wan)整(zheng)記錄投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)信息,保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)標的(de)數(shu)量(liang)(liang)必須(xu)從農(nong)(nong)戶(hu)開始(shi),逐級、全面(mian)、同(tong)(tong)(tong)口徑統計匯總投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)面(mian)積(ji)或(huo)(huo)數(shu)量(liang)(liang)、種(zhong)植(zhi)面(mian)積(ji)或(huo)(huo)生產(chan)(chan)(chan)數(shu)量(liang)(liang)(本方案明(ming)確(que)(que)(que)(que)在(zai)(zai)各(ge)地(di)(di)開辦的(de)險(xian)種(zhong),即使整(zheng)村(cun)、整(zheng)鄉(xiang)未產(chan)(chan)(chan)生投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao),承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)也必須(xu)會同(tong)(tong)(tong)村(cun)委會、鄉(xiang)級政(zheng)(zheng)府填(tian)報種(zhong)植(zhi)面(mian)積(ji)或(huo)(huo)生產(chan)(chan)(chan)數(shu)量(liang)(liang),否則下(xia)年度承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)后(hou)不予補(bu)貼(tie))。二是規范承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)。分戶(hu)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)清(qing)單等(deng)承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)業(ye)(ye)務單證(zheng)應(ying)當(dang)由投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)人(ren)、被保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)人(ren)簽名(ming)或(huo)(huo)蓋章(zhang)確(que)(que)(que)(que)認(ren)(特殊情(qing)(qing)形可授權(quan)(quan)直系(xi)親(qin)屬辦理,下(xia)同(tong)(tong)(tong))。村(cun)委會或(huo)(huo)農(nong)(nong)業(ye)(ye)生產(chan)(chan)(chan)經(jing)營(ying)組(zu)織(zhi)(zhi)等(deng)單位(wei)組(zu)織(zhi)(zhi)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)的(de),還應(ying)由投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)組(zu)織(zhi)(zhi)者核(he)對并(bing)蓋章(zhang)確(que)(que)(que)(que)認(ren)。承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)應(ying)當(dang)采用全檢或(huo)(huo)比(bi)例(li)抽查(cha)方式(shi),對保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)標的(de)真(zhen)(zhen)實(shi)(shi)性(xing)、準確(que)(que)(que)(que)性(xing)、位(wei)置、數(shu)量(liang)(liang)、權(quan)(quan)屬和風險(xian)等(deng)情(qing)(qing)況進(jin)行(xing)(xing)查(cha)驗;應(ying)當(dang)在(zai)(zai)村(cun)委會公(gong)(gong)告欄(或(huo)(huo)農(nong)(nong)業(ye)(ye)生產(chan)(chan)(chan)經(jing)營(ying)組(zu)織(zhi)(zhi)公(gong)(gong)共區(qu)域)以(yi)(yi)(yi)(yi)及(ji)村(cun)內2處以(yi)(yi)(yi)(yi)上人(ren)流(liu)密(mi)集(ji)的(de)公(gong)(gong)共區(qu)域張(zhang)貼(tie)公(gong)(gong)告,并(bing)在(zai)(zai)縣級政(zheng)(zheng)府部門網站發布(bu)(以(yi)(yi)(yi)(yi)機(ji)(ji)構(gou)為(wei)單位(wei)及(ji)早發布(bu)),線下(xia)線上同(tong)(tong)(tong)時對分戶(hu)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)清(qing)單進(jin)行(xing)(xing)不少于(yu)3天的(de)承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)公(gong)(gong)示(shi),公(gong)(gong)示(shi)期(qi)(qi)間縣級承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)應(ying)當(dang)抽查(cha)一(yi)(yi)定(ding)比(bi)例(li)的(de)村(cun)進(jin)行(xing)(xing)暗訪,加強內部管理和社會監督。三是加強核(he)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)。承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)應(ying)當(dang)對投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)單、分戶(hu)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)清(qing)單、驗標影像、承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)公(gong)(gong)示(shi)資(zi)料等(deng)承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)要(yao)件以(yi)(yi)(yi)(yi)及(ji)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)金額、保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)費(fei)率、保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)期(qi)(qi)間等(deng)承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)條件進(jin)行(xing)(xing)認(ren)真(zhen)(zhen)審核(he),重(zhong)點(dian)審核(he)承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)信息的(de)真(zhen)(zhen)實(shi)(shi)性(xing)、準確(que)(que)(que)(que)性(xing)、完(wan)整(zheng)性(xing)。四是收費(fei)出單。承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)應(ying)在(zai)(zai)確(que)(que)(que)(que)認(ren)收到農(nong)(nong)戶(hu)或(huo)(huo)農(nong)(nong)業(ye)(ye)生產(chan)(chan)(chan)經(jing)營(ying)組(zu)織(zhi)(zhi)應(ying)繳保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)費(fei)后(hou),出具保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)單,保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)單或(huo)(huo)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)憑(ping)證(zheng)應(ying)當(dang)及(ji)時發放到戶(hu)。各(ge)承(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)構(gou)、各(ge)地(di)(di)區(qu)要(yao)及(ji)早啟動(dong)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao),除下(xia)茬復種(zhong)、受災等(deng)特殊情(qing)(qing)況外,原則上糧油作(zuo)物(wu)(wu)投(tou)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)截止(zhi)日期(qi)(qi)為(wei)6月15日,各(ge)地(di)(di)區(qu)要(yao)結(jie)合作(zuo)物(wu)(wu)生產(chan)(chan)(chan)實(shi)(shi)際明(ming)確(que)(que)(que)(que)本地(di)(di)區(qu)截止(zhi)日期(qi)(qi)(縣級應(ying)以(yi)(yi)(yi)(yi)鄉(xiang)為(wei)單位(wei)確(que)(que)(que)(que)定(ding)不同(tong)(tong)(tong)作(zuo)物(wu)(wu)截止(zhi)日期(qi)(qi)),確(que)(que)(que)(que)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)糧油作(zuo)物(wu)(wu)從苗期(qi)(qi)提供(gong)風險(xian)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)(bao)障。
2.加強理賠管理。一(yi)是接報(bao)案(an)(an)(an)和(he)查勘(kan)定(ding)(ding)損(sun)(sun)(sun)(sun)。承保(bao)(bao)機(ji)(ji)(ji)構(gou)應(ying)當24小時接受報(bao)案(an)(an)(an),接到(dao)(dao)報(bao)案(an)(an)(an)后原則(ze)上24小時內進行(xing)查勘(kan),報(bao)案(an)(an)(an)后10日(ri)內及早立案(an)(an)(an);全部(bu)損(sun)(sun)(sun)(sun)失(shi)(shi)的(de)應(ying)當在(zai)(zai)接到(dao)(dao)報(bao)案(an)(an)(an)后10日(ri)內完(wan)(wan)成(cheng)損(sun)(sun)(sun)(sun)失(shi)(shi)核(he)定(ding)(ding),部(bu)分損(sun)(sun)(sun)(sun)失(shi)(shi)的(de)應(ying)當在(zai)(zai)接到(dao)(dao)報(bao)案(an)(an)(an)后(大(da)田(tian)作(zuo)物(wu)在(zai)(zai)收獲后)20日(ri)內完(wan)(wan)成(cheng)損(sun)(sun)(sun)(sun)失(shi)(shi)核(he)定(ding)(ding);應(ying)當依據(ju)定(ding)(ding)損(sun)(sun)(sun)(sun)標準和(he)規(gui)范科學(xue)定(ding)(ding)損(sun)(sun)(sun)(sun),定(ding)(ding)損(sun)(sun)(sun)(sun)結(jie)(jie)(jie)果應(ying)當確定(ding)(ding)到(dao)(dao)戶。二是理(li)賠(pei)(pei)(pei)公(gong)(gong)示。承保(bao)(bao)機(ji)(ji)(ji)構(gou)應(ying)當對(dui)分戶定(ding)(ding)損(sun)(sun)(sun)(sun)結(jie)(jie)(jie)果進行(xing)不少于(yu)3天的(de)理(li)賠(pei)(pei)(pei)公(gong)(gong)示,方(fang)式及要求與(yu)承保(bao)(bao)公(gong)(gong)示相(xiang)同(tong);應(ying)當根(gen)據(ju)公(gong)(gong)示反饋(kui)結(jie)(jie)(jie)果制(zhi)作(zuo)分戶理(li)賠(pei)(pei)(pei)清(qing)單,列明被保(bao)(bao)險人姓名(ming)、身份證號、銀(yin)(yin)行(xing)賬號、賠(pei)(pei)(pei)付險種和(he)賠(pei)(pei)(pei)款(kuan)(kuan)金額,由被保(bao)(bao)險人簽名(ming)或蓋(gai)章確認(ren)。三是核(he)賠(pei)(pei)(pei)和(he)賠(pei)(pei)(pei)款(kuan)(kuan)支(zhi)付。承保(bao)(bao)機(ji)(ji)(ji)構(gou)應(ying)當集中核(he)賠(pei)(pei)(pei),建(jian)立快(kuai)速(su)核(he)賠(pei)(pei)(pei)機(ji)(ji)(ji)制(zhi);應(ying)當對(dui)查勘(kan)報(bao)告、損(sun)(sun)(sun)(sun)失(shi)(shi)清(qing)單、查勘(kan)影像、公(gong)(gong)示資料等要件進行(xing)嚴格審核(he);應(ying)當在(zai)(zai)與(yu)被保(bao)(bao)險人達(da)成(cheng)賠(pei)(pei)(pei)償協議后10日(ri)內,通(tong)過(guo)財政(zheng)補貼“一(yi)卡通(tong)”或銀(yin)(yin)行(xing)轉賬方(fang)式將賠(pei)(pei)(pei)款(kuan)(kuan)支(zhi)付到(dao)(dao)被保(bao)(bao)險人銀(yin)(yin)行(xing)賬戶。四是加快(kuai)理(li)賠(pei)(pei)(pei)進度。承保(bao)(bao)機(ji)(ji)(ji)構(gou)應(ying)當重合(he)(he)同(tong)、守信用,遵(zun)循“主動、迅速(su)、科學(xue)、合(he)(he)理(li)”的(de)原則(ze),切實(shi)加快(kuai)理(li)賠(pei)(pei)(pei)工作(zuo)進度,原則(ze)上應(ying)于(yu)完(wan)(wan)成(cheng)損(sun)(sun)(sun)(sun)失(shi)(shi)核(he)定(ding)(ding)后30日(ri)內達(da)成(cheng)協議。糧油作(zuo)物(wu)成(cheng)本(ben)類保(bao)(bao)險應(ying)于(yu)11月(yue)20日(ri)前結(jie)(jie)(jie)案(an)(an)(an)、收入類保(bao)(bao)險應(ying)于(yu)12月(yue)20日(ri)前結(jie)(jie)(jie)案(an)(an)(an)(各地區結(jie)(jie)(jie)合(he)(he)作(zuo)物(wu)生產實(shi)際明確本(ben)地區日(ri)期(qi)),確保(bao)(bao)農戶及早得(de)到(dao)(dao)賠(pei)(pei)(pei)款(kuan)(kuan)。對(dui)不可抗力以外原因導致逾期(qi)未完(wan)(wan)成(cheng)理(li)賠(pei)(pei)(pei)的(de)承保(bao)(bao)機(ji)(ji)(ji)構(gou),實(shi)施重點監管,直至限制(zhi)其(qi)政(zheng)策(ce)性保(bao)(bao)險業務經(jing)營。
3.加強協辦業務管理。一是(shi)規范(fan)程序。承保(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)可(ke)(ke)以(yi)委(wei)(wei)托縣級及以(yi)下(xia)農(nong)業(ye)(ye)技術推廣單(dan)位(wei)、村委(wei)(wei)會(hui)等機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)協(xie)(xie)(xie)(xie)助(zhu)辦(ban)(ban)(ban)(ban)理(li)(li)(li)(li)(li)農(nong)業(ye)(ye)保(bao)(bao)(bao)(bao)險業(ye)(ye)務(wu)(wu)(wu),可(ke)(ke)以(yi)結合業(ye)(ye)務(wu)(wu)(wu)需(xu)要(yao)設立補(bu)貼險種協(xie)(xie)(xie)(xie)保(bao)(bao)(bao)(bao)員(yuan)(yuan);每村結合實際(ji)需(xu)要(yao)可(ke)(ke)設協(xie)(xie)(xie)(xie)保(bao)(bao)(bao)(bao)員(yuan)(yuan)一名,由承保(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)和(he)村委(wei)(wei)會(hui)協(xie)(xie)(xie)(xie)商確定(ding),并(bing)在(zai)本(ben)村公(gong)示。承保(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)應當與協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)和(he)協(xie)(xie)(xie)(xie)保(bao)(bao)(bao)(bao)員(yuan)(yuan)簽訂書面合同,根據有關規定(ding)、業(ye)(ye)務(wu)(wu)(wu)需(xu)要(yao)等明確雙方權利義務(wu)(wu)(wu),并(bing)由協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)明確具體人(ren)員(yuan)(yuan)。省級承保(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)應將(jiang)(jiang)每年(nian)確定(ding)的(de)(de)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)和(he)人(ren)員(yuan)(yuan)名單(dan)報國家金(jin)融監督管理(li)(li)(li)(li)(li)總局遼寧監管局備案。二是(shi)加(jia)強(qiang)培(pei)(pei)(pei)訓(xun)和(he)業(ye)(ye)務(wu)(wu)(wu)管理(li)(li)(li)(li)(li)。承保(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)應當定(ding)期對(dui)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)及協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)人(ren)員(yuan)(yuan)開展培(pei)(pei)(pei)訓(xun),培(pei)(pei)(pei)訓(xun)內容(rong)包(bao)括國家政策(ce)、監管制度(du)、承保(bao)(bao)(bao)(bao)理(li)(li)(li)(li)(li)賠流程、職責義務(wu)(wu)(wu)等,對(dui)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)人(ren)員(yuan)(yuan)的(de)(de)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)行為(wei)負責。應當加(jia)強(qiang)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)業(ye)(ye)務(wu)(wu)(wu)管理(li)(li)(li)(li)(li),制定(ding)內部管理(li)(li)(li)(li)(li)制度(du),將(jiang)(jiang)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)業(ye)(ye)務(wu)(wu)(wu)合規性(xing)列為(wei)內控管理(li)(li)(li)(li)(li)重點,確保(bao)(bao)(bao)(bao)運作規范(fan)。三是(shi)加(jia)強(qiang)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)用(yong)(yong)管理(li)(li)(li)(li)(li)。協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)業(ye)(ye)務(wu)(wu)(wu)雙方應當按照公(gong)平(ping)公(gong)正(zheng)、按勞取(qu)酬(chou)的(de)(de)原則(ze),合理(li)(li)(li)(li)(li)確定(ding)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)用(yong)(yong),并(bing)建(jian)立協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)用(yong)(yong)激(ji)勵約束機(ji)(ji)(ji)(ji)制。承保(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)應當加(jia)強(qiang)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)用(yong)(yong)管理(li)(li)(li)(li)(li),確保(bao)(bao)(bao)(bao)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)用(yong)(yong)僅用(yong)(yong)于協(xie)(xie)(xie)(xie)助(zhu)辦(ban)(ban)(ban)(ban)理(li)(li)(li)(li)(li)農(nong)業(ye)(ye)保(bao)(bao)(bao)(bao)險業(ye)(ye)務(wu)(wu)(wu),不得挪(nuo)作他(ta)用(yong)(yong)。協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)機(ji)(ji)(ji)(ji)構(gou)(gou)(gou)應當加(jia)強(qiang)和(he)規范(fan)協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)使(shi)用(yong)(yong)管理(li)(li)(li)(li)(li),協(xie)(xie)(xie)(xie)辦(ban)(ban)(ban)(ban)費(fei)(fei)(fei)(fei)用(yong)(yong)應限于開展政策(ce)性(xing)農(nong)業(ye)(ye)保(bao)(bao)(bao)(bao)險服(fu)務(wu)(wu)(wu)所發生(sheng)的(de)(de)相關支(zhi)出,包(bao)括差旅費(fei)(fei)(fei)(fei)、印刷費(fei)(fei)(fei)(fei)、勞務(wu)(wu)(wu)費(fei)(fei)(fei)(fei)、會(hui)議費(fei)(fei)(fei)(fei)、培(pei)(pei)(pei)訓(xun)費(fei)(fei)(fei)(fei)、車輛使(shi)用(yong)(yong)費(fei)(fei)(fei)(fei)、交通費(fei)(fei)(fei)(fei)、信息化建(jian)設費(fei)(fei)(fei)(fei)等,不得挪(nuo)作他(ta)用(yong)(yong)。協(xie)(xie)(xie)(xie)保(bao)(bao)(bao)(bao)員(yuan)(yuan)費(fei)(fei)(fei)(fei)用(yong)(yong)標準原則(ze)上不得超(chao)過當地公(gong)益(yi)性(xing)崗(gang)位(wei)的(de)(de)平(ping)均報酬(chou)。
4.加強基礎數據管理。按照《遼寧省政(zheng)策性農業保(bao)險綜合信(xin)息管(guan)理平(ping)臺校(xiao)驗規(gui)則》等(deng)要求,及(ji)時上傳(chuan)(chuan)承保(bao)、理賠(pei)等(deng)基礎數據(ju)(ju),平(ping)臺數據(ju)(ju)將(jiang)應用于(yu)結算(suan)、績(ji)效評價(jia)等(deng)工作,不合格保(bao)單(dan)及(ji)未上傳(chuan)(chuan)至(zhi)平(ping)臺的保(bao)單(dan),不納入財政(zheng)補(bu)貼范圍。對承保(bao)機構的績(ji)效評價(jia),以上傳(chuan)(chuan)至(zhi)平(ping)臺的保(bao)單(dan)數據(ju)(ju)為主要依據(ju)(ju)進行計算(suan)。
5.做好服務銜接。7月1日以(yi)后到期的地方特色(se)農產品按照新(xin)(xin)一輪招標結果,由新(xin)(xin)中標機(ji)構(gou)承保。新(xin)(xin)老機(ji)構(gou)要做好服(fu)務銜接,老機(ji)構(gou)未結事項和應盡義(yi)務要履(lv)行完(wan)畢(bi)。
四、保障措施
(一)強化組織領導。
農業保險是黨中央、國務院作出的重大決策部署,作為分散農業生產經營風險的手段,對推進現代農業發展、促進鄉村產業振興、改進農村社會治理、保障農民收益等具有重要作用。各地區、各有關部門要高度重視,加強溝通協調,形成工作合力。各級財政部門要全力做好保費補貼資金的籌集、撥付、結算、績效評價等工作。各級農業農村部門要加強生產組織調度,了解農作物生產規模,為保險投保特別是編制下年度補貼預算提供參考;做好脫貧人口收入、種植規模等相關情況統計調度,及時向承保機構提供脫貧人口相關信息;指導基層與承保機構加強協作,做好防災減損工作;收集、反饋農民意見建議;配合開展績效評價。各級金融監管部門要強(qiang)化對承(cheng)保(bao)機構承(cheng)保(bao)、理賠等(deng)環節的(de)監督,依法(fa)(fa)查(cha)處保(bao)險(xian)違(wei)法(fa)(fa)違(wei)規經營行為。
(二)加強資金保障。
市縣(xian)財政部(bu)(bu)門(men)(men)要(yao)按照《遼寧省(sheng)農業(ye)保(bao)(bao)險(xian)保(bao)(bao)費補(bu)(bu)(bu)貼(tie)管(guan)理(li)實施細(xi)則(ze)》規定,會同相關部(bu)(bu)門(men)(men)加強農業(ye)保(bao)(bao)險(xian)保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)預算管(guan)理(li)和執(zhi)行動態監控。一是(shi)(shi)(shi)認真組織(zhi)做(zuo)好保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)測算,及時編制保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)申請報告,準確提供佐證(zheng)材料。各市因(yin)投保(bao)(bao)數(shu)(shu)量(liang)超出預計(ji)數(shu)(shu)而出現保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)不(bu)足(zu)(zu)(zu)時,應(ying)(ying)及時安排補(bu)(bu)(bu)足(zu)(zu)(zu)(包括中(zhong)央和省(sheng)級財政應(ying)(ying)承(cheng)擔(dan)的保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)),并在下年度(du)向省(sheng)財政廳(ting)提出彌補(bu)(bu)(bu)申請。二是(shi)(shi)(shi)及時受理(li)承(cheng)保(bao)(bao)機構保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)申請,嚴格審核承(cheng)保(bao)(bao)數(shu)(shu)據和各級財政補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)數(shu)(shu)據,及時足(zu)(zu)(zu)額撥付保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)。原則(ze)上,自收(shou)(shou)到(dao)(dao)申請材料之(zhi)日起一個(ge)季(ji)度(du)完(wan)成資(zi)金(jin)(jin)撥付。未收(shou)(shou)到(dao)(dao)符合(he)要(yao)求的保(bao)(bao)單級數(shu)(shu)據,不(bu)得撥付保(bao)(bao)費補(bu)(bu)(bu)貼(tie)資(zi)金(jin)(jin)。三是(shi)(shi)(shi)定期與承(cheng)保(bao)(bao)機構核對應(ying)(ying)收(shou)(shou)保(bao)(bao)費補(bu)(bu)(bu)貼(tie),對財政部(bu)(bu)門(men)(men)拖欠的保(bao)(bao)費補(bu)(bu)(bu)貼(tie),盡快安排資(zi)金(jin)(jin)予以補(bu)(bu)(bu)足(zu)(zu)(zu);對不(bu)屬于(yu)財政補(bu)(bu)(bu)貼(tie)范圍的應(ying)(ying)收(shou)(shou)賬款,督促承(cheng)保(bao)(bao)機構及時調整賬務,做(zuo)到(dao)(dao)賬實相符。
(三)做好督導檢查。
各(ge)承(cheng)(cheng)保(bao)(bao)(bao)(bao)機(ji)(ji)構要切(qie)(qie)實擔負起主體職(zhi)責(ze),進(jin)一步健全(quan)完善展(zhan)業(ye)經(jing)營(ying)特別是(shi)查勘定(ding)(ding)(ding)損工作標(biao)準(zhun)和程(cheng)序(xu),對定(ding)(ding)(ding)損辦法(fa)、定(ding)(ding)(ding)損流程(cheng)、賠(pei)(pei)償處理(li)等(deng)具體問題予以規(gui)范(fan),切(qie)(qie)實做到(dao)(dao)定(ding)(ding)(ding)損到(dao)(dao)戶、理(li)賠(pei)(pei)到(dao)(dao)戶,不(bu)得(de)降低賠(pei)(pei)付(fu)標(biao)準(zhun),不(bu)得(de)平均賠(pei)(pei)付(fu)、協(xie)議賠(pei)(pei)付(fu),嚴禁(jin)拖(tuo)賠(pei)(pei)、惜賠(pei)(pei)、無理(li)拒賠(pei)(pei)。上級(ji)(ji)(ji)承(cheng)(cheng)保(bao)(bao)(bao)(bao)機(ji)(ji)構要對下級(ji)(ji)(ji)承(cheng)(cheng)保(bao)(bao)(bao)(bao)機(ji)(ji)構開(kai)展(zhan)定(ding)(ding)(ding)期檢查和不(bu)定(ding)(ding)(ding)期抽查,堅決杜絕違法(fa)違規(gui)行(xing)為。各(ge)地區要貫徹落實好國家、省(sheng)相(xiang)關政(zheng)策,根(gen)據本方(fang)案(an)和當地農業(ye)生產特點,于5月20日、5月24日前分別制(zhi)定(ding)(ding)(ding)印發市級(ji)(ji)(ji)、縣級(ji)(ji)(ji)種植業(ye)保(bao)(bao)(bao)(bao)險(xian)工作方(fang)案(an)或通(tong)知(zhi),全(quan)面落實保(bao)(bao)(bao)(bao)險(xian)政(zheng)策,明確(que)相(xiang)關時(shi)間節點,確(que)保(bao)(bao)(bao)(bao)種植業(ye)保(bao)(bao)(bao)(bao)險(xian)順利(li)開(kai)展(zhan);要加大對承(cheng)(cheng)保(bao)(bao)(bao)(bao)機(ji)(ji)構合規(gui)經(jing)營(ying)檢查力度,對侵害參(can)保(bao)(bao)(bao)(bao)農民利(li)益(yi)行(xing)為進(jin)行(xing)嚴肅(su)查處。各(ge)級(ji)(ji)(ji)有關部門要加強聯合督(du)促(cu)指導,在(zai)宣傳、承(cheng)(cheng)保(bao)(bao)(bao)(bao)、定(ding)(ding)(ding)損、理(li)賠(pei)(pei)等(deng)重要節點,深入基層、直(zhi)面農戶,解決影響(xiang)農戶投保(bao)(bao)(bao)(bao)理(li)賠(pei)(pei)相(xiang)關問題;要將對承(cheng)(cheng)保(bao)(bao)(bao)(bao)機(ji)(ji)構考核評價分解到(dao)(dao)展(zhan)業(ye)全(quan)流程(cheng),全(quan)面督(du)促(cu)保(bao)(bao)(bao)(bao)險(xian)服務水(shui)平不(bu)斷提(ti)升。任何單位和個人(ren)不(bu)得(de)非(fei)法(fa)干預承(cheng)(cheng)保(bao)(bao)(bao)(bao)機(ji)(ji)構履行(xing)賠(pei)(pei)償保(bao)(bao)(bao)(bao)險(xian)金的義(yi)務,不(bu)得(de)限(xian)制(zhi)被保(bao)(bao)(bao)(bao)險(xian)人(ren)取得(de)保(bao)(bao)(bao)(bao)險(xian)金的權利(li)。
(四)提升宣傳效果。
各(ge)(ge)地(di)區、各(ge)(ge)承保(bao)(bao)(bao)機構要持(chi)續提升種植(zhi)(zhi)(zhi)(zhi)業(ye)(ye)保(bao)(bao)(bao)險(xian)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)力度,利(li)用廣播電視、報刊(kan)等新聞媒(mei)體(ti)持(chi)續擴大種植(zhi)(zhi)(zhi)(zhi)業(ye)(ye)保(bao)(bao)(bao)險(xian)影響力,靈活利(li)用數字媒(mei)體(ti)、移動媒(mei)體(ti),以農(nong)戶喜聞樂見的方式(shi),全面宣(xuan)(xuan)(xuan)(xuan)傳(chuan)種植(zhi)(zhi)(zhi)(zhi)業(ye)(ye)保(bao)(bao)(bao)險(xian)政策。各(ge)(ge)承保(bao)(bao)(bao)機構要在承保(bao)(bao)(bao)前以現(xian)場、線上等形式(shi)宣(xuan)(xuan)(xuan)(xuan)講(jiang)相關惠(hui)農(nong)政策、服(fu)務標準(zhun)和監(jian)管(guan)要求等內容;充(chong)分利(li)用基層(ceng)服(fu)務網(wang)絡,在承保(bao)(bao)(bao)、理賠(pei)期間通(tong)過電視、廣播、網(wang)站、微信等渠道,以及宣(xuan)(xuan)(xuan)(xuan)講(jiang)會(hui)、宣(xuan)(xuan)(xuan)(xuan)傳(chuan)單(dan)(dan)、宣(xuan)(xuan)(xuan)(xuan)傳(chuan)車、宣(xuan)(xuan)(xuan)(xuan)傳(chuan)條幅(fu)等方式(shi)廣泛(fan)開展(zhan)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)活動。聯合協辦(ban)單(dan)(dan)位在每(mei)(mei)鄉(xiang)(xiang)(鎮、街道)至少(shao)舉辦(ban)一次鄉(xiang)(xiang)、村(cun)有關負(fu)責人(ren)(ren)員和協保(bao)(bao)(bao)員、村(cun)民組長等人(ren)(ren)員參加的宣(xuan)(xuan)(xuan)(xuan)講(jiang)會(hui),在每(mei)(mei)村(cun)懸掛一批(pi)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)條幅(fu)、一批(pi)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)海報,每(mei)(mei)戶發放一張宣(xuan)(xuan)(xuan)(xuan)傳(chuan)單(dan)(dan),確保(bao)(bao)(bao)政策下(xia)鄉(xiang)(xiang)進村(cun)入(ru)戶,提高種植(zhi)(zhi)(zhi)(zhi)業(ye)(ye)保(bao)(bao)(bao)險(xian)的群眾知曉(xiao)度、滿意度和社會(hui)支持(chi)率。
(五)做好材料報送。
各(ge)地區、各(ge)機構(gou)要按照本方案要求,按時(shi)報送相關(guan)材料,及時(shi)掌握種植(zhi)業(ye)保(bao)險(xian)工作(zuo)(zuo)開(kai)展情(qing)況(kuang),發現問題要及時(shi)上報,妥善處理(li)。要加強(qiang)檔(dang)案資料管(guan)理(li),認真(zhen)做好材料歸檔(dang),建立健全(quan)工作(zuo)(zuo)檔(dang)案,將會議、檢查、調研、宣傳等(deng)情(qing)況(kuang)形成文字記錄、影像資料存(cun)檔(dang)備查。承(cheng)保(bao)機構(gou)的保(bao)單、臺賬(zhang)及查勘定損、公示(shi)、宣傳等(deng)原始資料,要按照《農(nong)(nong)業(ye)保(bao)險(xian)條例》等(deng)有關(guan)規定妥善保(bao)存(cun)。市、縣(xian)兩級(ji)種植(zhi)業(ye)保(bao)險(xian)工作(zuo)(zuo)方案或通知(zhi)于2024年(nian)(nian)5月(yue)30日(ri)下班前,種植(zhi)業(ye)保(bao)險(xian)年(nian)(nian)度(du)結(jie)(jie)算報告暨工作(zuo)(zuo)總結(jie)(jie)于2025年(nian)(nian)2月(yue)底前,由市級(ji)財(cai)政(zheng)部門(men)會同有關(guan)部門(men)聯合上報省財(cai)政(zheng)廳、省農(nong)(nong)業(ye)農(nong)(nong)村廳、國(guo)家(jia)金融監督管(guan)理(li)總局遼寧監管(guan)局;各(ge)承(cheng)保(bao)機構(gou)宣傳及承(cheng)保(bao)工作(zuo)(zuo)情(qing)況(kuang)于6月(yue)25日(ri)前、年(nian)(nian)度(du)工作(zuo)(zuo)總結(jie)(jie)于2025年(nian)(nian)1月(yue)15日(ri)前報送上述三部門(men)。
本(ben)方(fang)案印發后(hou),各承(cheng)保機構(gou)應當(dang)立即啟動政(zheng)策宣傳(chuan)、承(cheng)保準(zhun)備等相關工(gong)作(zuo)。本(ben)方(fang)案自2024年1月1日起施(shi)行,原有相關保險(xian)政(zheng)策規(gui)定與本(ben)方(fang)案不一致的,以(yi)本(ben)方(fang)案為準(zhun)。
